BOARD OF ASSESSORS
November 5, 2002


CALL TO ORDER:   The meeting was called to order at 1:00PM

ROLL CALL:              Members present were Paul Marsh Ellen Meadors and Edward Morgan

OTHERS PRESENT:         Julie Miller, Principal Assessor

MINUTES:         No minutes.

SIGNATURES: Monthly lists and schedule of bills were signed.

CORRESPONDENCE: Community Preservation Act stuffer from Tax Collector.
                                        
OLD BUSINESS: 6.1)  Hanscom AFB Housing Initiative was discussed regarding the Assessors role.  Mr. Marsh gave a summary of the existing Patriot Village housing in an attempt to determine if taxation or a PILOT agreement had been discussed.  He also contacted Massachusetts Housing Finance Authority to determine if the project had been built with public funds.  MHFA had no record of the funding.  

Ellen Meadors gave comments on the draft RFP by the Air Force for the proposed privatization of  600+ units of housing located on the base.  Ellen will review the final RFP to determine if the successful developer has an option to purchase the land under the housing if the base closes.

6.2  Julie Miller reviewed the sales database available to begin modeling using spatial analysis techniques.  Ellen Meadors reported that she would create an access database as a preliminary step.  Ed Morgan requested sales distributions and the paired sales index from Karl Case.
NEW BUSINESS: 7.1) FY03 exemptions were discussed and signed.
 
ADJOURNMENT:    The meeting adjourned at 3:40PM.
