Assessors Meeting - January 16, 2003

BOARD OF ASSESSORS
January 16, 2003

CALL TO ORDER:   The meeting was called to order at 1:00PM

ROLL CALL:              Members present were Paul Marsh, Ellen Meadors and Edward Morgan

OTHERS PRESENT:         Julie Miller, Principal Assessor

MINUTES:         No minutes.

SIGNATURES: No signatures.

CORRESPONDENCE: A memo from Tim Higgins regarding the current budget emergency request to limit expenditures to essential items was read and discussed.
                                        
OLD BUSINESS: 6.1) Several FY03 abatement applications were reviewed and voted on.

6.2)    Ellen Meadors distributed a map of adjusted 5-year sale ratios.  She indicated a distribution of sales during that period that represented each area of town and discussed next steps for cleaning the data in the mapping system.  She distributed another map showing the existing neighborhood boundaries.  This map pointed some discrepancies between the map parcels and database parcels due to common land merged parcels etc.  A change process for editing the map parcels was discussed.  Ellen agreed to work with Ms Miller to bring both databases into agreement through a systematic change procedure.  

Ellen distributed histograms of the ratios that were mapped explaining similar distribution shape.  The board was satisfied that it was ready to proceed to the next step of modeling as soon as the two databases were in agreement.  Ellen asked that the FY04 map changes/ lot splits be reformatted in geodatabase form.

6.3)    Julie Miller distributed a copy of an existing regression model showing what parameters were used to develop value.  A technical discussion ensued about how to treat certain variables and what to omit in the first attempt to create a response surface.  Further discussion centered on weighting sales that occurred five to ten years ago.   

NEW BUSINESS: 7.1)  Ed Morgan requested the Board appoint a liaison to the Tax Relief Committee.  Ed Morgan was appointed.  He will report Tax Relief Committee meeting discussions to the Board on an ongoing basis.

ADJOURNMENT:    The meeting adjourned at 3:15 PM.
