BOARD OF ASSESSORS
February 6, 2003
CALL TO ORDER: The meeting was called to order at 1:00PM
ROLL CALL: Members present were Paul Marsh, Ellen Meadors and Edward Morgan
OTHERS PRESENT: Julie Miller, Principal Assessor
MINUTES: Minutes for Jan 2 and Jan 16, 2003 were read and accepted as written.
SIGNATURES: Schedule of bills and monthly motor vehicle abatement lists were reviewed and signed.
CORRESPONDENCE: Memos from the Department of Revenue outlining the total amount of local aid reduction for all municipalities and new reporting requirements for GASB-34 Municipal Fixed Asset accounting were distributed. The office provided a file to accounting of town-owned land and buildings, acquisition dates etc.
OLD BUSINESS: 6.1) The Board discussed and voted on FY03 abatement applications.
6.2) Ed Morgan reported further conversation with Bob Lennington, a member of the Council on Aging, regarding Mr. Lennington’s study of assessments. The Board is working with Mr. Lennington as he does further analysis.
NEW BUSINESS: 7.1) Ed Morgan requested the Board examine market value impacts of residential parcels located next to existing cell towers in Lincoln. The Board examined the cell tower overlay district map that included proposed cell tower sites. The discussion centered on the absence of market sales indicating negative value impacts.
7.2) Ellen Meadors updated the Board on the recent database efforts. She will begin reconciling the discrepancies between the mapping system and the assessor’s data. The changes will be incorporated with the FY04 lot splits. She also reviewed a regression model and commented on the various variables used.
ADJOURNMENT: The meeting adjourned at 3:25 PM.
