CALL TO ORDER: The meeting was called to order at 1:00PM
ROLL CALL: Members present were Edward Morgan, Paul Marsh and Ellen Meadors
OTHERS PRESENT: Julie Miller, Principal Assessor
MINUTES: Minutes for March 6 were read and accepted as written
SIGNATURES: Schedule of bills was reviewed and signed.
CORRESPONDENCE: MAPC announcement of a Pictometry presentation was discussed. Ellen Meadors agreed to attend and report to the Board.
OLD BUSINESS: 6.1) Progress of land schedule for FY04 revaluation was discussed. Valuation of neighborhoods, conservation land and wetlands were discussed in view of the 2002 sales. The DOR representative at last meeting accepted Sale verification process without all deeds.
6.2) Mrs. Miller reported on use of non-linear regression with GIS in other communities. After some discussion, the Board agreed to use a non-linear approach for initial exploration of the data.
NEW BUSINESS: 7.1) Items for discussion in preparation for the League of Women Voters meeting on May 15 were discussed. Items included were an explanation of neighborhoods, a quartile analysis of 2002 sales, land use valuation including treatment of open space, conservation restricted land, so-called secondary lots and wetlands, tax relief efforts, splitting the tax rate and our current GIS project.
ADJOURNMENT: The meeting adjourned at 3:30 PM.
