Opening of meeting The meeting opened at 7:30 p.m. with Dr. Mansfield and Diane Haessler in attendance.
Previous Minutes The Board reviewed the minutes of the February 6, 2002 meeting and approved them as written.
Septic System Review:
34 Bedford Road The applicant plans to add a pool house with a bathroom and shower. The proposed pool house would have its own septic system with a carrying capacity of 220 gallons per day. Section 310 CMR 15.240(5) of Title 5 requires new systems to be designed to serve a minimum of three bedrooms, unless a deed restriction limiting the use to two bedrooms is granted to the Board of Health. Since the applicant is also asking for a waiver on sizing the leaching facility for a garbage grinder, a single deed restriction could be filed if the Board grants the local variance listed below. The deed restriction filed with the Registry of Deeds would limit the pool house to no more than 2 bedrooms and prohibit the installation of a garbage grinder in the pool house. The
petitioner is asking the Board to grant one variance from its local regulations:
1) To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
After a brief discussion, a motion was made to grant the variance as requested provided that 2 deed restrictions are filed with the Registry of Deeds. The motion was passed 2-0.
Informal Discussions:
DPH Review of Codman Pool Variances Mike Moore presented the Board with a letter received from Howard Wensley from the Department of Public Health, Division of Community Sanitation, in response to Mike s letter to the Recreation Department regarding the Board s granting 2 variances for the Codman Pool. Mr. Wensley disallowed the variance regarding the required number of toilet and hand wash fixtures, and is asking for paperwork that the code does not require. Mike informed the Board that he told Dan Pereira that he would have to talk to Mr. Wensley if he wants this variance. Dan will talk to the Recreation Commission. Mike also told the Board that they could issue a citation asking that the problem be corrected in 2 years or so. It was left to the Recreation Dept. to look
into the matter.
Lincoln Pesticide Awareness Committee Sue Klem, Dr. Sheldon and Erica Gienapp came before the Board to express their concern over the continued and increased use of pesticides in the Town and to ask for the Board s endorsement in their campaign to educate and inform the residents about the significance or seriousness of this problem. Peg Marsh and Gwyn Loud joined the meeting. The group will be meeting with the Conservation Commission later tonight and Peg Marsh will bring their concerns to the Water Commission meeting next week. After a brief discussion, the Board reviewed a draft letter, which they would like to put on BoH letterhead and a draft pamphlet to be endorsed by the Board of Health, Conservation Commission, Water Dept., Garden Club and Land Conservation Trust. The
Board members made some revisions and agreed to review it again after it has been put on BoH letterhead. They were hoping to have the letter go to all the residents by way of the town wide mailing of the Town warrant. Elaine Carroll said that in order to use this method, they would need to speak to Chris Coleman and Sue Klem has agreed to do that. Dr. Sheldon will e-mail the draft letter to Elaine and she will put it on BoH letterhead and e-mail to the members for final approval. They were also hoping to have the pamphlet ready to be handed out at Town Meeting on March 23.
Other Business:
Mosquito Control Dr. Mansfield a meeting on mosquito control. There one death in Massachusetts from West Nile Virus and a number of horse deaths. There were no reported deaths from Eastern Equine Encephalitis in Massachusetts.
Health Concern Joanna Hopkins of Linway Road called to say that she was concerned about the possibility of the Transfer Station being open only on Saturdays. She felt that it could be a health hazard if someone missed a Saturday and had to keep their trash during the summer months for 2 weeks. The Board felt that if the trash were well contained that there wouldn t be a health issue.
Thermostat Disposal- Chris Coleman and Carolyn Dann of NESWC wanted the Board to be aware of a proposed plan being implemented to advise contractors to dispose of thermostats property and possibly have them disposed in the same container at the DPW as thermometers.

There being no further business the meeting was adjourned at 9:15 p.m. The next meeting will be held on April 3, 2002.
