Meeting Minutes
May 1, 2002

The meeting opened at 7:30 p.m. with Dr. Weinberg and Diane Haessler in attendance.

Previous Minutes  The minutes from the April 3, 2002 meeting were approved as written.

Septic System Review:   

15 Beaver Pond Road  The applicant plans to subdivide his land and sell the lot between the road and his existing house.  The existing leaching facility is located on the lot to be sold, so the applicant wants to relocate his leaching facility onto the parcel that the existing house is on.  The house has poor soil to the north, ledge to the south, and a steep hillside to the west.  The remaining yard on the east side of the house will support a leaching facility without a mound if a 6-inch bed is constructed.  The petitioner is asking the Board to grant three variances from its local regulation:

1)      To construct a leaching facility with 6 inches of base aggregate below the distribution pipes, instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
2)      To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
3)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
      
After a brief discussion, a motion was made to grant the variances as requested provided that a deed restriction is filed with the Registry of Deeds.  The motion was passed 2-0.                        

Other Business:
Tick and Mosquito Concerns  Dr. Weinberg said that he would contact the State to see if he can get pamphlets, which would be good for school children so that they can be distributed to the Lincoln schools and Elaine Carroll will contact Ann Phillips, the school nurse, to see if she has any programs she is working on.  Elaine Carroll said that Jerry Schultz, the school principal, said that they would be willing to distribute any material to the children.
Health Concern  A health agent from Concord inspected Donelans regarding the complaint about the dirty sprinklers over the vegetable bins and said that they were corrected.
Annual Rabies Clinic-  The annual rabies clinic was held on April 6 from 9 to 11 a.m. behind the Town Offices.  Dr. Betsy Johnson vaccinated 4 dogs and 8 cats.

There being no further business the meeting was adjourned at 8:00 p.m.  The next meeting will be held on June 5, 2002.
