Previous Minutes The minutes from the June 5, 2002 meeting were approved as written. The members went over the calendar of future meetings and decided to skip the August meeting.
Food Establishments:
Drumlin Farm and Codman Farm Claudia Thompson from Drumlin Farm and Bancroft Poor from Mass. Audubon, and Harriette Adamson and Kit Carmody from Codman Farm came before the Board to discuss the operations of their businesses with regard to the selling of packaged meat to the public. Since the food code defines meat as a potentially hazardous food, it could be argued that both establishments should be licensed by the Board of Health and have certified food managers on staff. In addition to selling meat, Drumlin Farm has a large meeting room with a kitchen in the Allen Morgan Nature Center and teaches a course where campers prepare and eat food at the Farm Life Building. Both places said that they sell pre-packaged meat, which includes lamp, pork, goat and beef, plus eggs and honey.
Codman Farm does not sell goat meat now but will in the fall. Animals are not slaughtered on the premises but sent to a slaughterhouse and returned packaged and frozen and kept frozen until sold. The day camp at Drumlin does not feed the campers on the premises but does occasionally prepare food as a learning experience and then they are allowed to eat what they have prepared. They have one overnight at which time food is prepared at the campsite. Some pre-packaged snacks and drinks are sold in the gift shop. Codman has events at the farm, which are catered. They have a list of caterers who they will not use because they do not meet their standards. A caterer does the roast pig for the fair. Codman Farm does have a warning on their honey that it should not be given to children under 3. Drumlin does not but will in the future. After a brief discussion, the members voted 2-0 to require both facilities to have
permits to operate but will require only Drumlin Farm to have a certified food protection manager on staff and Mike Moore will send information to Drumlin regarding courses to be taken.
Septic System Reviews:
49 Round Hill Road This hearing was continued at the request of the Zoning Board of Appeals pending a ZBA discussion on the intended use of the detached garage. Joe Greeson from the ZBA who requested the postponement was concerned that Board of Health approval of the septic system could result in an illegal apartment over the garage. Since the septic system plan filed with the Board of Health does not make any reference to a second dwelling unit over the garage, it might be argued that local regulations do not allow the Board to postpone its decision pending the ZBA hearing. The petitioner is asking the Board to grant two variances from its local regulation:
1) To construct a leaching facility with 6 inches of base aggregate below the distribution pipes, instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
2) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
After a brief discussion with David Schofield, the designer of the system, a motion was made to grant the local variances as requested, if, prior to issuance of a permit, a deed restriction is filed with the Registry of Deeds, which limits the sewage flow from the garage to 220 gallons per day and prohibits using any portion of the garage for a separate dwelling unit without written permission from the Zoning Board of Appeals. The motion passed 2-0.
Other Business:
Bills Paid 4 bills were paid: 2 bills to Town of Lexington - $389.07 for May hazardous waste collection and $883.48 for June; $72 to E-Med Courier Corp. for transporting of 3 bats for testing and $1,250 to Eliot Community Human Services.
Flu Clinic Karen Santucci asked that the Board set a time for the flu clinic and suggested Nov. 16, which was approved.

There being no further business the meeting was adjourned at 9:15 p.m. The next meeting will be held on Sept. 4, 2002.
