Meeting Minutes
November 13, 2002

Previous Minutes  The minutes from the October 2, 2002 meeting were approved as written.  

Septic System Review:
22 Sunnyside Lane  Groundwater is 48 inches below the surface at this site, and the bottom of the leaching facility must be 48 inches above groundwater with this perc rate (4 mpi).  This means that a leaching mound is unavoidable, but the height could be limited to 3.5 feet if the Board grants the following local variances.  The petitioner is asking the Board to grant three variances from its local regulations:

1)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder  installation whether or not a garbage grinder is initially installed as required by local amendment to 310
       CMR 15.203(2).
2)    To construct a leaching facility with 6 inches of base aggregate below the distribution pipes, instead
                     of 12 inches as required by local amendment to 310 CMR 15.247(3).
3)       To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).

After a brief discussion with Bill Murphy, R.S., the designer of the system, a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 2-0.

Lot 6, Storey Drive  The members had a brief informal discussion regarding this parcel and Mike Moore requested that the discussion be continued until December 4 when the applicant will be available for comments.

Other Business:
Bills Paid  4 bills were paid:  Town of Lexington in the amount of $767.14 for the September hazardous waste collection, Moore Medical in the amount of $117.89 for supplies for the flu clinic, Eliot Community Human Services in the amount of $1,250.00, and Commonwealth of Mass. in the amount of $2,500.00 for the East Middlesex Mosquito Control Project.
Flu Clinic  The members were informed that they should plan on being at Bemis Hall between 8:00 and 8:15 a.m. for the flu clinic on Saturday, November 16.  Dr. Weinberg mentioned that no cases of influenza A & B have been reported in the State yet, but that respiratory infections are way up.
Whistle Stop  A complaint was filed on November 13th regarding the Whistle Stop continuing to serve and prepare food while there was a sewage backup and raw sewage was on their floor.  Concord sent a health agent who told them to close or she would close them down.  Mike Moore reported that they were then subsequently called because they were still baking muffins.  Concord told them to stop or they would be shut down for 10 days.  Mike is going to request that the employees retake the food preparation course again.  Although the Mall is tied into the Lincoln Woods treatment plant, the sewage flows through the old septic tank before going on to the treatment plant, which is where the problem exists.  He said that the old septic tank would need to be removed or pumped regularly to avoid a situation like this in the future.  He will contact the Rural Land Foundation regarding this situation.
Cell Towers  Dr. Weinberg mentioned that Liz King had asked him to look into health risks associated with cell towers and he told her that he would look into information on this in the next couple of months and report back to the Board.
Lyme Disease  The Board will be putting a letter in the Lincoln Journal reminding residents to remain vigilant about looking for deer ticks even though we have had a killing frost.  Elaine Carroll said that she would write a letter and e-mail to the members for their approval to be placed in the paper on November 21st.

There being no further business the meeting was adjourned at 8:45 p.m.  The next meeting will be held on December 4, 2002.
