Septic System Review:
14 Bedford Road This system is serving a mixed-use building, the replacement septic system has a large carrying capacity (1,320 gallons per day). With the 10-minute per inch percolation rate, and the contours of the lot, it was a challenge for the engineer to find a large flat area that would allow a gravity-feed system to be constructed. Even with the variances, the system will require significant fill material and an impermeable barrier downgradient of the leaching area. The petitioner is asking the Board to grant the following variances from its local regulations:
1) To design a system without a bench mark referenced to the 1929 sea level datum as required by local
amendment to 310 CMR 15.220(4).
2) To construct a leaching facility with 6 inches of base aggregate below the distribution pipes, instead
of 12 inches as required by local amendment to 310 CMR 15.247(3).
3) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
4) To construct a leaching facility which is not increased by 50% to provide for potential garbage
grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
Jeff Eaton of First Parish Church and Michael Sullivan, P. E., came before the Board. Mr. Sullivan said that there had been extensive soil testing on site and this is the best area for a leaching field. The property line boxes them in. Mr. Eaton said that there has never been a garbage grinder in the kitchen and they have no intention of ever putting one in. After a brief discussion, a motion was made to grant the local variances as requested. The motion passed 3-0. Since this is not a residence, which could be sold in the future, the Board will not require a deed restriction to be filed.
244 Concord Road Monique Luijben, owner, and William Murphy, R.S., came before the Board. The owner does not want a larger leaching field because she does not want to remove more trees and would prefer to have a deed restriction filed, and is asking the Board to grant one variance from its local regulations:
1) To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
After a brief discussion, a motion was made to grant the local variance as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder. The motion passed 3-0.
16 Huntley Lane William Murphy, R.S., told the Board that this is a tight site near Farrar Pond, and there is an engineering reason for needing a variance. The existing system for an accessory building will remain. The petitioner is asking the Board to grant one variance from its local regulations:
1) To construct a leaching facility which is not increased by 50% to provide for potential garbage
grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
After a brief discussion, a motion was made to grant the local variance as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder. The motion passed 3-0.
15 Trapelo Road William Murphy, R.S., came before the Board to seeking three variances from its local regulations:
1) To construct a leaching facility with 6 inches of base aggregate below the distribution pipes instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
2) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
3) To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed by local amendment to
310 CMR 15.203(2).
After a brief discussion at which time Mr. Murphy said that the property had agreed with Rural Land Foundation to put a conservation restriction on part of the land. If a septic system were put in that area, no huge mounds would be created. Water in the basement is pumped into a cesspool, which will be kept as a drywell for the sump pump. The main cesspool will be decommissioned, collapsed and filled in. The pipe will be cut and capped. Mike Moore said that the drywell can be used for gray water but can t rebuild it if it breaks. A motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder. Mike Moore said that the owner s attorney has already filed the deed restriction. The
motion passed 3-0.
Massage Therapy License:
Janice Kasiecki of Medford, Mass., came before the Board to be granted a license to practice massage therapy in the Town. She will be practicing out of an office at 2 Lewis Street in a 14 x 18 space using movable partitions. She will also be giving pet massages and will be using a removable mat. She also wanted to provide soup in a crock-pot, smoothies and pre-packaged food. Mike Moore said that she could provide tea and pre-packaged bars but that soup in a crock-pot and smoothies would be a problem. She agreed to provide only pre-packaged food and tea. After a brief discussion, the Board voted 3-0 to grant Ms. Kasiecki a permit to practice massage therapy. She will fill out an application for a massage license and food license for non-potentially hazardous
foods.
Other Business:
Summer Camps Mike Moore and the Board had an informal discussion on recreational camps in Lincoln. Mike showed the Board a background check-rating chart for permanent and temporary sites in Lincoln and Concord. He said that the temporary sites, especially the soccer camps which are sometimes run for only a week at a time are not running the necessary CORI (Criminal Checks) and SORI (Sexual Offender Checks) on their staff. The Board decided to ask Mike to crack down on the temporary camps to be sure that they comply with the necessary background checks before the camp opens. Mike will notify all the sites, which allow these recreational camps to use their facilities that all the proper documentation must be in 30 days in advance of opening day. Mike will set up a public hearing to
discuss the issues with Drumlin Farm, The Carroll School and Lincoln Public Schools. He will also give the Board a copy of an opinion from the Concord town counsel regarding this issue.
Flu Vaccine A tentative date of Saturday, November 15, 2003 was set up for the flu clinic for the Council on Aging. Elaine Carroll will inform Karen Santucci of the date.
West Nile Virus The Board asked Elaine Carroll to contact Dave Henley of the East Middlesex Mosquito Control Project and ask him to compose an informative article for the Lincoln Journal regarding West Nile Virus and the best ways to protect yourself. Diane Haessler gave the members an article from the Smithsonian titled “On the Trail of the West Nile Virus”.
Bills Paid Eliot Community Human Services - $1,250.00; Town of Lexington for Hazardous Waste Collection for April - $512.44 and $1,400.00 for an estimate of the May and June collections.
