The minutes from the July 16 meeting were approved as written.
Septic System Review:
218 Concord Road The proposed leaching facility is to be located in a thickly wooded area between the house and a neighbor s house. In order to leave as many of the screening trees as possible, the system designer proposes a leaching facility, which is not sized for garbage grinders. The “1929 sea level datum” variance is from Frank Emmons requirements that designers use the top nut of the nearest fire plug as a benchmark. The petitioner is asking the Board to grant two variances from its local regulations:
1) To construct a leaching facility which is not increased by 50% to provide for potential garbage
grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
2) To design a septic system without a benchmark referenced to the 1929 sea level datum as required
by local amendment to 310 CMR 15.220(4)(q).
Sue Thomas, the owner s daughter, came before the Board and said that the house is in the process of being sold and the owner has already moved to North Carolina. After a brief discussion, a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder. The motion passed 2-0.
11 Huckleberry Hill Because of the slopes and contours on this property, the best location for the replacement system is in a small dell that contains a tennis court. The leaching bed proposed by the designer would allow the tennis court to be re-built over the replacement system without creating a mound or cutting into surrounding hillsides. The petitioner is asking the Board to grant one variance from its local regulation:
1) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
After a brief discussion, a motion was made to grant the local variance as requested. The motion passed 2-0.
19 Goose Pond Road The petitioner is asking the Board to grant two variances from its local regulations:
1) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
2) To construct a leaching facility with 6 inches of base aggregate below the distribution pipes instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
After a brief discussion, a motion was made to grant the local variances as requested. The motion passed 2-0.
36 Brooks Road David Schofield, R.S., came before the Board to seek three variances from its local regulations:
1) To construct a leaching facility with 6 inches of base aggregate below the distribution pipes instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
2) To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).
3) To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed by local amendment to
310 CMR 15.203(2).
This proposed system uses a Jet Model J-500 Treatment Unit instead of a septic tank, and then uses a pump chamber to send effluent via pressure distribution to a chevron-shaped leaching field. This is the first Jet System that staff has reviewed, but use of the technology is approved by DEP and allows the leaching facility to be 50% smaller. After a brief discussion as to how the system works, a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder. The motion passed 2-0.
Massage Therapy License:
Angela Simms of Boston came before the Board with Janice Kasiecki of Medford, Mass. Ms. Simms will be working out of the same office on Lewis Street as Ms. Kasiecki. Mike Moore asked Ms. Kasiecki to bring Gabby White a list of what she wants to sell so that approval can be given to her. The long-term plan for Ms. Simms would be workshops for 6 to 8 people. Mike said that she should check with the Zoning Board of Appeals or Building Inspector because that would be considered a change of use for this property. After a brief discussion, the Board voted 2-0 to grant Ms. Simms a permit to practice massage therapy, which is only good at this location. The certificate should be displayed on the premises.
Other Business:
West Nile Virus The Board discussed the press release sent in by the members, which will appear in the Sept. 11 edition of the Lincoln Journal. There have been 2 reported cases of West Nile virus in humans in Massachusetts. The members do not recommend spraying at this time.
School Nurse The members were informed that Ann Phillips is no longer school nurse since she has moved out of state. Until a replacement is hired, the school is using the nurse from the Hanscom School.
Mold in the Schools Dr. Weinberg spoke about the call he received from the Superintendent asking his opinion about the discovery of mold in some of the classrooms at Brooks and Smith Schools. His suggestion was to remove the rugs and wash everything down and do another test before allowing students to use those classrooms. Dr. Weinberg said that he would attend a School Committee meeting on September 11, 2003, at which time they will discuss the mold issue.
Bills Paid Town of Lexington for Hazardous Waste Collection for July - $335.21, Leslie Boardman, Animal Inspector, for $622.11 and $584.89, and East Middlesex Mosquito Control Project for $2,500.00 (first payment).
