Meeting Minutes
October 1, 2003

The minutes from the September 10 meeting were approved as written.

Massage Therapy License:
Joanne OBrien came before the Board for a massage therapy license.   She would be working out of an office at Lincoln North.  She would work once a week.  The employees pay for the service.  The employer offers the service to help relieve stress and therefore get better work production.  She would work about 11  4 and give an average of 15 minute massages.  There would be a sign-up sheet at the receptionists desk.  The Board voted 3-0 to grant Ms. OBrien a permit to practice massage therapy in Lincoln.

Informal Hearing:
The Board had an informal hearing with Buck Creel and Joe Greeson of the Zoning Board of Appeals to discuss the definition of a bedroom and also discuss the method for enforcing deed restrictions on septic systems.  Mike Moore went through the process of a Title 5 review and said that most of the time he has to rely on the honesty of the applicant and the competency of the designer for the septic system regarding how many bedrooms a house will contain.  The ZBA is concerned about the capability of additions to houses being used for multiple units.  Mike Moore said that a septic plan could be revoked if the septic plan shows 4 bedrooms but the floor plan shows 5 bedrooms but that there is no way to go into the houses to see if a room marked as a den or study is being used as a bedroom.   Mr. Creel and Mr. Greeson thanked the Board for their help.

Other Business:
West Nile Virus  The Board was informed that the State is no longer taking calls for dead birds.  Mike Moore also said that there was a case of West Nile virus reported in a person from Sudbury.
School Nurse  The members were informed that Karen Lewis has been hired as the new school nurse to replace Ann Phillips.  She would like to meet the members and will also be present at the Flu Clinic on Nov. 15.  Elaine Carroll will order the necessary supplies for the clinic and will pick up the vaccine from Concord before the clinic.
Mold in the Schools  Dr. Weinberg has been attending meetings with the special committee appointed by the superintendent, regarding the mold in some classrooms and reported that some of the carpeting and some ceiling tiles will need to be removed but that some of the other rooms will just need more vacuuming and ventilation.   
Bill Paid  Town of Lexington for Hazardous Waste Collection for August - $314.00

There being no further business, the meeting was adjourned at 9:00 p.m.  The next meeting will be held on November 12, 2003.
