Meeting Minutes
December 10, 2003

The minutes from the November 12 meeting were approved as written.

Septic System Review:
191 Weston Road  This is a long, narrow parcel with an existing house on the eastern end that abuts Weston Road.  A tributary to Cambridge Reservoir runs through the middle of the parcel about 150 feet west of Weston Road.  This means that the front 30 feet of the parcel is more than 100 feet from wetlands, but no part of the parcel where the house is located is less than 200 feet from the tributary.   The petitioner is asking the Board to grant two upgrade approvals and one local variance:

1) To construct a leaching facility 118 feet away from a tributary to a surface water supply, instead of
                   200 feet as required by 310 CMR 15.211(1).
             2) To construct a septic tank 100 feet away from a tributary to a surface water supply, instead of 200 feet
                   as required by 310 CMR 15.211(1).
             3) To construct a septic tank 86 feet away from wetlands, instead of 100 feet as required by local   
                   amendment to 310 CMR 15.211(1).

After a brief discussion with designer, Bill Murphy, and owner, Robert Antia, at which time Mr. Murphy explained that this was a non-expansion replacement system, a motion was made to grant the two upgrade approvals and one local variance as requested.  The motion passed 2-0.    

185 Weston Road  This property is located to the north of 191 Weston Road, but is vacant land with no existing house.  Normally, the staff would recommend no variances for new construction, but the applicant is only requesting permission to construct a leaching bed instead of trenches.  The petitioner is asking the Board to grant one variance from its local regulation:

1)      To construct a leaching bed, instead of trenches as required by local amendment to 310 CMR 15.252(1).

After a brief discussion with designer Peter Bemis, Engineering Design Consultants, a motion was made to grant the local variance as requested.  The motion passed 2-0.

Other Business:
Flu Season  The flu season has begun with a variant, which is not in the vaccine and the younger population seems to be more affected.  The Flu Clinic vaccinated 178 on Saturday, Nov. 15 and Karen Lewis, school nurse, also administered vaccine to the School Dept. and Public Safety Dept. and is now out of vaccine.  The Board of Health has been receiving calls regarding the availability of flu shots but as of this time there appears to be no vaccine available.
Bills Paid  Eliot Community Human Services - $1,250.00 and Police Detail for Flu Clinic - $120.00.
Mass. Audubon  Mass. Audubon informed the Board that their golden eagle became sick on Sept. 20 from West Nile virus and they had to euthanize it on Sept. 22.  They said that they would be taking measures to protect their other birds of prey before the upcoming mosquito season.

January 7, 2004.
