Meeting Minutes
March 17, 2004

The minutes from the February 4 meeting were approved as written.  The next 2 meetings have been scheduled for
April 7 and May 12.

Food Establishments:
Mike Moore brought in some material for the members to review regarding the kitchens in Town, which can be used for food preparation by the public.  The three kitchens focused on for this meeting were St. Annes, First Parish and Codman Community Farms.  The members reviewed what is acceptable for preparation at those three locations with and without a food safety manager on site.  Mike said that family gatherings are not monitored by the Board of Health unless they are a large gathering of several hundred in a public place, but when food is being prepared for sale to the public, certain safety standards must be in place.  Gabrielle White from the Concord Office will work with people by reviewing the space and menu and giving suggestions on what is allowed and what should be avoided.  All of the kitchens used need to be licensed by the Board of Health and it is suggested that if using a caterer, they limit the list of caterers used to about 3 they can trust to have some control over who is using the space.  These kitchens have the right to refuse any request for use of their property if they choose to do so.  Caterers are charged a fee of $50 for each event.  A Catering license is one way of controlling what is done in Town.  Gabby worked with the Codman Community Farms in their request to provide food for the upcoming Town Meeting so that there will be less preparation of food at individuals homes and most or all of the preparation would be done at the First Parish kitchen.  Mike said that they would grant CCF a license for doing lunch at Town Meeting.  Gabby also discussed the food preparation with Codman for the Annual March Sheep Shearing, which is held at the farm on March 28.  The members asked Mike to prepare something in writing for the licensed kitchens in Town to use as a guideline.

Other Business:
Lincoln Homes, 50 Wells Road  The members reviewed a Notice of Noncompliance from DEP regarding the Groundwater Discharge Permit: #3-2 which was issued to Lincoln Homes, which has to do with the nitrogen levels being discharged.  The report gives Lincoln Homes a list of requirements to return to compliance, which must be completed.  The members discussed with Mike the RLFs plan to add housing above the mall area and what affect this could have on the treatment facility.   No plans have been submitted as yet and a further discussion will occur when and if plans are submitted.
Percolation Rate  The members told Mike to work on adding another regulation to the list of local regulations already in place, which would keep the percolation rate at 30 minutes instead of 60 minutes, which the State adopted in January of 2004.  Mike said that he will make a list of changes for the members to review.  Before any changes can be made to the local regulations a legal notice must appear in the newspaper two weeks before a public hearing and then the new regulations must be published in the newspaper.  Mike said that he would begin working on this, which could also include removing some local regulations already in place.
Bills Paid  One bill was paid for Eliot Community Human Services in the amount of $1,250.00.
