Meeting Minutes
May 12, 2004

The minutes from the March 17 meeting were approved as written.  The next 4 meetings have been scheduled for
June 2, July 7, August 4 and September 15.

Massage Therapy Licenses:
Diane Powers came before the members to request a license to practice massage therapy at 9 Lewis Street.  She would be sharing an office already in use by Heidi Tucker who has occupied that space for many years as a massage therapist.   She graduated from Boston Shiatsu School, which included Zen Shiatsu (a Japanese form of therapeutic massage) and Sotai (postural exercises).  She practices acupressure, which involves no needles.  Heidi Tucker recently had a baby and will only be working there a couple of days a week.  There are bathroom and washroom facilities available.  She has malpractice insurance and has been practicing for 2 years with no problems.  The Board voted 3-0 to grant Ms. Powers a permit to practice massage therapy in Lincoln.  Mike Moore will contact the references Ms. Powers supplied and then send Ms. Powers a license.  

Colleen Carney withdrew her request for a hearing for a massage therapy license at this time.

Septic System Review:
9 Hiddenwood Path  The owner advised staff that her system is in failure and she wants to replace it.  Due to the large amount of ledge on the property, the proposed location appears to be the only spot that will support a leaching area.  The design includes an alternative technology (Jet Model J-500 Treatment unit).  The petitioner is asking the Board to grant 1 variance from the local regulation and 2 local upgrades from Title 5:

1)      To construct a leaching facility with a 436 gallon-per-day carrying capacity, instead of 440 gallons-per-day, as required by 310 CMR 15.203(2).  (This would result in a 0.8% reduction in the required leaching area capacity).
2)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
3)      To construct a leaching bed or field, which is not allowed by local amendment to 310 CMR 15.252(1).

David Schofield, designer, the owner and her family and a neighbor came before the members.  Mr. Schofield said that the system was originally designed for 4 plus 1 bedrooms and they are now going back to 4 bedrooms, After a brief discussion , a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 3-0.

Other Business:
30 Sunnyside Lane  Mike Moore informed the members that the septic system at 30 Sunnyside Lane needs to be repaired as soon as possible and any local variances, which are needed, will be obtained as soon as possible.  They will be using the plan submitted by Bob Guernsey and Charlie Stankard will be installing the system.  It is a 4-bedroom system but with a deed restriction it will be good for 6 bedrooms.





Bio-terrorism  Mike Moore came in with a duffle bag filled with materials supplied to all the towns from the State under the Regional Emergency Preparedness Coalition Funding.  There are additional funds available to the towns, but any request for funds must meet various restrictions as to what the funds are used for.  Mike Moore will check with Chief Burke to see if the Fire Department can use the kit provided to Lincoln and also if he has any need for the funds available to the town.  The money can be used to go to conferences to get training on bio-terrorism.  The State Department of Public Health received $17,000,000 from the Federal Government for bio-terrorism and $300,000 will go to local boards of Health.  The funds available to Lincoln are approximately $1,900, which needs to be used before the end of June and $4,000, which needs to be used within a year.
Kitchen Use Guidelines  Mike brought in a copy of the guidelines, which will be given to all establishments that have a kitchen for use by the public.  Mike said that each facility will be given the handout and will be required to have a license (no charge) to facilitate saying that they meet the codes, but the user of the facility will need to apply for their own temporary food license.  The members decided that caterers would be charged for their license but a parent group or non-profit group would need a license but would not be charged a fee.   Gabby White will work with the users to go through the necessary procedures and will require a food manager if food to be prepared will be complicated.  Potluck dinners do not require a license but food for profit must be licensed.
Eliot Community Human Services  The members received a copy of the annual report from Eliot for Fiscal Year 2003 and quarterly reports for Fiscal Year 2004.  The Eliot Center provided 122.75 hours of service to 11 Lincoln residents in Fiscal Year 2003.
Bills Paid  One bill was paid to Commonwealth of Mass., Mosquito Control Program for the third and fourth quarters in the amount of $5,000.00.
Soccer Camp  Scott Burke contacted Diane Haessler regarding the requirements for soccer camp.  Mike said that Scott should contact Gabby White in Concord and she will give him all the requirements.  Mike said that he was doing a self- certification form for camps, which puts the burden of background checks on the directors.
