November 3, 2004

PRESENT:        Frederick Mansfield, M.D., Chairman
                Arnold Weinberg, M.D.

                Michael Moore, Agent
                Elaine Carroll, Secretary
-------------------------------------------------------------------------------------------------------------
The minutes from the Oct. 20 meeting were approved with corrections, which will be made.  The next meeting will be December 8, 2004.

Flu Clinic  The members met with Maureen Richichi, the school nurse, and Liz King from the Council on Aging to discuss the upcoming Flu Clinic scheduled for Nov. 13.  Mike Moore informed the members that Lincoln had received 120 doses of flu vaccine, which is about half the amount received last year.  Liz King said that 178 seniors were given flu shots last year and 168 in 2002.  After a discussion, it was decided that the best course of action would be to change the date of the flu clinic from Nov. 13 to Nov. 20 and put a press release in the Lincoln Journal to say that the date had been changed and that you must be pre-registered by calling the Council on Aging or the Board of Health and you must be 75 years of age or older or 65 and older with a chronic disorder of the pulmonary or cardiovascular system, and those with chronic metabolic diseases (diabetes), renal dysfunction, chronic anemia, or immunosuppression.  Elaine Carroll will call the Lincoln Journal and arrange for the press release to be published in the Nov. 11 Lincoln Journal.

Food Establishments:
Mike Moore informed the members that Donelans Market needs some work to bring it up to the Food Code but Donelans has been reluctant to do anything because they are waiting to see if the Mall will be expanding with a new Post Office.  Mike said that at the present time any plans to expand seem to be frozen.  He said that about 100 bicyclists use the bathroom on the weekends, which is not a good situation.  The members approved having letters sent to Donelans saying that their bathroom cannot be used by the public and also a letter to the Rural Land Foundation stating that a public rest room must be provided to the public within 90 days.   Mike also said that there are Food Code violations at Donelans and the WhistleStop, which will need to be addressed, and he will write letters to each of them.  Mike will also speak to Mark Whitehead, Town Planner, with the Boards concerns.  Mike and Gabby White will come before the members at the next meeting with the list of violations for Donelans and the WhistleStop.

Dr. Mansfield spoke with Sarah Cannon Holden, Board of Selectmen member, regarding the Boards opinion on potluck suppers.  Mike Moore said that if a church is having a potluck supper for its members then there shouldnt be a problem but if the food is for sale then they must follow the Mass. Food Code.  Mike said the best way to deal with this is to have someone from the church take the course to get a food manager license but some are not willing to take on the responsibility for being in charge of food preparation.  The Boards stand on this is to enforce the Mass. Food Code whenever food is for sale to the public.  Pine Street Inn is requiring a food license for food to be brought to them for distribution now.

Other Business:
Bill Paid  Two bills were paid:  Town of Lexington for Hazardous Waste Collection in July for $1,398.44 and Commonwealth of Mass., Mosquito Control Program for $2,500.00.
------------------------------------------------------------------------------------------------------------
There being no further business, the meeting was adjourned at 9:40 p.m.

Respectfully submitted,

Elaine M. Carroll
