Meeting Minutes
April 6, 2005

The minutes from the March 2, 2005 meeting were approved as written.  The next meetings will be on May 4, 2005.
Septic System Reviews

3 Bowles Terrace - The Board reviewed a design by David Schofield, which included a bed made out of plastic infiltrator leaching chambers.  Mr. Schofield advised the Board that the alternative technology would allow the leaching facility to have a smaller footprint than a standard system.  The petitioner asked the Board to grant one local variance:
To construct a leaching bed, instead of trenches as required by local   amendment to 310 CMR 15.252(1).
Motion to grant the local variance was made and seconded, passed 3-0.

105 Trapelo Road  The Board reviewed a design by David Schofield for a house with a walk-out basement with bedrooms that have floor-to-ceiling glass doors.  The system was mounded due to the ground water elevation, so Mr. Schofield designed a system with the smallest mound possible in the corner of the lot.  The petitioner asked the Board to grant two local variances:
To construct a leaching bed, instead of trenches as required by local amendment to 310 CMR 15.252(1).
To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
Motion to grant the local variances was made and seconded, provided that a deed restriction for no garbage grinder is filed with the Registry of Deeds.  Motion passed 3-0.

82 Virginia Road - This parcel was before the Board in August of 1999, but the proposal at that time was for a bed-and-breakfast type inn.  At that time, the Board granted a variance to construct a system that was not sized for a garbage grinder.  The variance granted in 1999 did not require a deed restriction because the annual food establishment inspection could be used to confirm that no garbage grinder was installed. Since the new proposal was for condos that would not be inspected by staff on a regular basis, Mr. Moore brought it before the Board for reconsideration.  The petitioner asked the Board to grant one local variance:
To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
Motion to grant the local variance was made and seconded, provided that a deed restriction for no garbage grinder is filed with the Registry of Deeds.  Motion passed 3-0.

Hobbs Brook Farm Subdivision  The owner (Christina Reiling Breiter), the project engineer (David Giangrande), a prospective buyer (Frank Panetta), met with the Board to discuss how various letters from staff would effect the development of parcels 1 and 2.  After discussing the pros and cons of different designs, and how to interpret the local code, the Board advised the applicant that it would not be inclined to grant any variances from the local code with regard to offsets to ground water.  The applicant was told that additional soil tests could be done, but that the Board would not require percolation tests at this time.  No other action taken.

Other Business

Donelans Supermarket  Mr. Moore briefed the Board on a letter sent on 4/1/05 regarding the proposed renovations.
Church kitchens  Mr. Moore advised the Board that letters had been sent to all non-profit kitchens in town explaining how events could be registered by fax.
