Meeting Minutes
June 8, 2005

The minutes from the May 4, 2005 meeting were approved as written.  The next two meeting are scheduled for July 27 and September 14, 2005.

Septic System Reviews:
138 Lexington Road  The proposed system is located in a sloped yard that makes it impossible to avoid a leaching mound.  The designer, Christopher Mossman of Trowbridge Engineering Co., has managed to construct a gravity system, but is attempting to limit the amount of fill material by asking for three waivers.  The petitioner is asking the Board to grant two variances from the local regulation and one local upgrade approval from Title 5:
        
1)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
2)      To construct leaching trenches that are 56 feet long, instead of no more than 50 feet long as required by local amendment to 310 CMR 15.251(1)(a).
3)      To construct a leaching facility 5 feet from an impervious barrier, instead of at least 10 feet as required by 310 CMR 15.255(2)(g).

Cynda Joyce, the owners daughter, said that they had already met with the Conservation Commission.  The hope was to save some pine and red maple trees to buffer Rt. 2.  They may need to well them if the fill comes higher than 6 inches.    After a brief discussion, a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 2-0.

Recreational camps for children  Farrington Memorial:
Cambridge Adventure Day Camp sent a letter to the Directors of Farrington Memorial requesting to expand one-day visits to Farrington Memorial into a summer camp starting July 5 and ending August 18 to be held in the main building.  Gabi White and Mike Moore inspected the main building at Farrington Memorial and found the structure to be unsuitable for a childrens summer camp program.  Their findings were documented in a letter to the petitioner dated 6/1/05 and the petitioners requested a hearing before the Board.  Mike said that their concern was the condition of the building only.  He assumes that the Town of Belmont Board of Health will do the background checks for the staff working at the camp.  Mike said that he would not approve anything until the Building Inspector and Fire Chief for the Town of Lincoln inspected the facility.  Syrl Silberman said that she would get those inspections.  They will not use the second floor and will block off the stairway.  There will be 8 adult staff members for 24 to 28 children.  They will be cooking what they hope to grow on site and the person running the kitchen is licensed in the Town of Belmont.  The children will be brought in and taken out by bus every day.  The staff would be there 2 weeks before to set things up.  They will have emergency procedures in place, a locked medicine cabinet and there will be 2 cots set up for an infirmary.  There will always be a car on site for emergencies and cell phones if needed to call for assistance.  They have a special agreement with the Cambridge Hospital, Pediatrics Unit.  They also have a “lost camper” plan.  They check children every day for ticks.  Kelly Mowers is in charge of the facility and will keep an eye on things and say stop if something does not seem right.  After a brief discussion, the members voted 2-0 to allow the Cambridge Adventure Day Camp to use the facilities as long as they follow the procedures that were outlined to the members and get all necessary inspections and approvals.  Mike will draw up the necessary variances and get back to the Cambridge Adventure Day Camp.






Other Business:
145 Tower Road Subdivision  The members discussed the concerns of neighbors regarding apple orchard pesticides, which may have been used on this site.  According to the Rural Land Foundation one of the buyers for Lot 2 has had the soil tested for metals, lead and pesticides and the results were all negative.
