Meeting Minutes
October 5, 2005

The minutes from the September 14, 2005 meeting were approved as written.  The next two meeting are scheduled for November 2 and December 7, 2005.

Septic System Reviews:
31 Old Concord Road  The applicant is changing his plan so that no variances from the Board of Health will be required.  This revised plan should be available within a week.  The applicant would like to put a hold on the current plan at this time.  Since the Board only has 45 days from date of application to make a decision or the plan is automatically approved, the members voted 3-0 to deny the variances requested and reject the permit for the plan as put before the Board at the last meeting.

46 ByPass Road  The designer is attempting to limit the size of the leaching mound, which will be constructed under the existing driveway.  Due to the configuration of the lot, the well location and the drainage swale, the proposed leach field cannot be designed to provide for a garbage disposal as required in Section 15.203 of the local regulation.  Granting the variance allows the mound to be 33% smaller.  The petitioner is asking the Board to grant one variance from the local regulation:
        
1)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).

After a brief discussion with the owner, Jay Gregory, a motion was made to grant the local variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 3-0.

Other Business:
Lead in Schools  Mike Moore gave the members an update on the lead in the school water.  Any bubbler or drinking fountain is tested along with any sink where kindergarteners are present, and any sink where coffee is made.  Any water fountain testing high would be turned off.  Mike will continue to work with Susan Bottan and will retest the Lincoln schools at the same time that Hanscom is tested.
Bird Flu  Dr. Weinberg reported that the bird flu has been around for 15-18 years with only about 110 cases of bird flu in humans with one half of those resulting in death and no way of knowing the health of those before.  Only one possible case of transferring from human to human was reported.  He felt that the news reports may be a bit premature and causing undue alarm.  
Flu Clinic  Maureen Richichi, School Nurse, met with the Board to report that the State has allotted Lincoln 290 doses of flu vaccine, which should be enough to accommodate the Council on Aging and the Public Safety workers.  She also gave the members a list of communicable disease cases, which the State requires that she check up on.
EEE  Mike Moore reported to the Board that Concord had a case of EEE in a horse on Virginia Road in Concord.  The horse was the only one of 4 horses in this barn not inoculated against EEE.  It was necessary to euthanize the horse.
Bills Paid  Two bills paid:  Impresair Environmental for asbestos removal - $220.00 and Eliot Community Human Services - $1,250.00.
