Meeting Minutes
November 2, 2005                    

PRESENT:        Frederick Mansfield, M.D., Chairman

The minutes from the October 5, 2005 meeting were approved as written.  The next two meeting are scheduled for December 14, 2005 and January 4, 2006.

Informal Discussion:
Proposed Changes to Title 5  Mike Moore informed the members of changes to Title 5, which the State is proposing to make and gave them a list of the proposed revisions.  Mike will go through the changes in more detail and report back to the members at a later meeting.
Lincoln Board of Health Regulations  Mike also went over with the members the latest draft of revisions to LBHR 2.00: On-Site Disposal Systems.  The percolation rate for leaching facilities for new construction will be lowered from 60 minutes per inch, which was adopted by the State to 30 minutes per inch.  A copy of the latest draft will be given to the Planning Board and Conservation Commission for their input.  These regulations will have to be discussed during a public hearing, which will need to be published in the newspaper two times before the meeting.  Mike will have a final draft for the members at a later date and before any public hearings.

Other Business:
Flu Clinic  The members went over the States requirements for giving out flu vaccine obtained free from the State and will follow those guidelines, which includes the Council on Aging and the Public Safety workers.  The members also agreed that the nursing staff at the school should receive flu vaccine.  Dr. Mansfield, Dr. Haessler, Diane Haessler and Maureen Richichi will be administering the flu vaccine at the Nov. 19 flu clinic.
Bills Paid  Four bills paid:  Commonwealth of Mass. for Mosquito Control - $2,500.00, Moore Medical for flu clinic supplies - $33.10, Town of Lexington for August Haz. Waste Collection - $270.81 and Sept. Haz. Waste Collection - $411.95.
