Meeting Minutes
May 10, 2006

The minutes from the April 12, 2006 meeting were approved as written.  The next two meetings are tentatively scheduled for June 7 and July 5.

Septic System Review:

33 Farrar Road  If the Board grants the two local variances as requested, then the system can be constructed without a pump chamber and the existing 1,500-gallon tank can be used.  Without the variances, the leaching system would be 3 inches higher to maintain a 5-foot separation from groundwater. The members reviewed a letter from an abutter, Lawrence Brodney, concerned about the affect on abutting property should a “breakout” condition occur with the leaching field and the affect on a newly installed water line.  Mike Moore said that breakout should not occur and the leaching field can be 10 feet from a water line.  The petitioner is asking the Board to grant two variances from the local regulation:

(1)     To construct a leaching facility with 9 inches of base aggregate below the distribution pipes, instead of 12 inches as required by local amendment to 310 CMR 15.247(3).

(2)     To construct a leaching bed or field, which is prohibited by local amendment to 310 CMR 15.252(1).

After a brief discussion with the designer, Mike DiModica, a motion was made to grant the local variances as requested.  The motion passed 2-0.  Mike Moore will send Mr. Brodney a copy of the decision.

Other Business:
Avian Flu  Dr. Weinberg will be in contact with Tim Higgins, Town Administrator, to go over preparedness for a possible pandemic.  Dr. Weinberg said that the press release by the Secretary of Health & Human Services, which would give local Boards of Health answers to some questions residents may have after seeing a made-for-TV movie on May 9 titled “Fatal Contact: Bird Flu in America” was very informative.  Dr. Weinberg said that the flyways are under surveillance and as of now it is a “wait and see” situation.  If the Avian flu does reach the United States, the advice for all citizens would be to keep a supply of water, food and prescription medications on hand and to wear a mask.  Chief Cotoni will be checking in with Emerson Hospital regarding their pandemic preparedness.
17-19 Cambridge Turnpike  Dr. Mansfield reviewed a letter received from Rizzo Associates requesting permission to contact Mike Moore regarding the proposed test pitting program and review of existing test pit information at the Holt Massey property, which is on behalf of New England Deaconess Association.  Mike informed the Board that DEP would need to witness soil tests for Deaconess because it will be a 10,000 gallon system.
