Meeting Minutes
July 5, 2006

The minutes from the June 7 meeting were approved as written. The next meeting will be September 13, 2006.
Working Session:
Letter to Lincoln Public Schools Mike Moore reviewed a 6/21/06 letter sent to Pat Visocchi and Jean Maver, Food Service Directors for the Lincoln Public Schools in response to a letter he received from them on June 8. This letter requested regulations on what the schools are allowed to do at the site. They would like to serve breakfast to approximately 100 students, which could consist of bagels, muffins, cereal and yogurt as an example. Also they would like to serve k-8 with approximately 660 students a hot lunch plus a second lunch choice as well as PB&J sandwiches and shake-up salads to go. Mike asked for more specifics in his response and gave them a little background information about the Board of Health review process. He also asked how food would be prepared. There is also the problem of putting additional pressure on an already troubled septic system. Mike has not heard anything back but when he does, he will bring it to the Board s attention.
Recreation Department Camps Mike reported that the Recreation Dept. camps are good and meet all criteria. They refused a soccer camp and basketball camp because they did not have their CORI s or SORI s. All camps were to have all records in a month before starting. Mike said that the gym is the place to go for rain for soccer with basketball camp already in there, but the floor needed to be squeeged because the roof leaked. The pool needs a new chlorinator to regulate the amount of chlorine, which is added. Right now it is being added manually and the readings are all over the chart. The members suggested that Dan Pereira, Rec. Director, come before the Board in September to discuss the camps and the pool situations. The members thought that it would be a good idea to
have an after action report for the camps to help identify any problems before the next season.
Emergency Planning Mike reported to the Board about the Federally-mandated LEPC meeting he attended at the Public Safety Building on June 9. One of the concerns is to come up with a plan for what would happen if there were a hazardous materials spill and the best way to evacuate a neighborhood. They are also looking into identifying areas where chemicals are stored and areas needing possible evacuations. LEPC has also become involved with the possible flu pandemic. Mike gave the members a draft Avian Influenza Information Sheet for Lincoln. Dr. Weinberg will add wording, which went into the Lincoln Journal article last month and will review the sheet for any other possible additions. Mike showed the members a chain of command list for Concord and Lincoln and
asked the members to sign on as the contact for Lincoln if needed. Dr. Mansfield signed on for Water and Wastewater Disposal and Emergency Planning and Misc., Diane Haessler will be on for Sanitary Codes and Communicable Diseases and Dr. Weinberg for Communicable Diseases and Emergency Planning and Miscellaneous.
Other Business:
Cemetery Expansion Angela Seaborg gave the members a plan showing a cemetery expansion of the existing cemetery off Lexington Road. According to M.G.L. 114:49 “Before any land may be used for a new cemetery or for an extension of an old cemetery, the Board of Health must approve the location after due notice and a public hearing”. Mike will put this on the agenda for Sept. 13 and publish it in the Lincoln Journal and will talk with Angela about any deadlines for this plan.
Bills Paid -- Two bills were paid: Eliot Community Human Services in the amount of $1,250.00 and Town of Lexington, MHHP for April, May and June for $1,500.00.
