Meeting Minutes
August 30, 2006

The minutes from the July 5, 2006 meeting were approved as written.  The next 2 meetings are scheduled for October 4 and November 1.

Septic System Reviews:
14 Orchard Lane  The proposed system has a slight mound that is being tucked into a hillside in the northwest corner of the lot.  The applicant has already filed a deed restriction that prohibits a garbage grinder and is petitioning the Board to grant two variances from its local regulation:

1)       To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
2)      To construct leaching trenches with lengths in excess of the 50-foot maximum allowed by local amendment to 310 CMR 15.251(1)(a).

After a brief discussion with M. J. DiModica, designer, and the owners, a motion was made to grant the local variances as requested.  The motion passed 2-0.  

22 Old Farm Road  The proposed system incorporates a new technology that the Board has not yet reviewed, the Presby Envor-Septic Leaching System.  Staff brought a sample of the Presby system to the meeting.  It appears that the DEP approval for Presbys does not allow garbage grinders, so the Lincoln requirement for leaching fields to be 50% larger regardless contradicts DEP policy.  The petitioner is asking the Board to grant one variance from its local regulations:

1)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).

Bill Murphy, designer, explained some of the technology for this system and said that the system is easy to install and significantly reduces the size of the leaching field.  It uses 6 inches of sand and topsoil over the system and 18 inches of cover if under a driveway.  After a brief discussion, a motion was made to grant the variance as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 2-0.

23 Bedford Road  This proposed system also incorporates a Presby leaching system.  However, in addition to requiring a variance from the local garbage-grinder-sizing requirement, this system will also require two additional variances.  The petitioner is asking the Board to grant three variances from its local regulation:

1)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).
2)      To construct a leaching field or bed, which is prohibited by local amendment to 310 CMR 15.252.
3)      To construct a leaching facility 5 feet away from an impermeable barrier, instead of 10 feet as recommended by 310 CMR 15.255(2)(g).

This property is situated within the Historic District.  David Schofield, designer, said that he worked with the Lammerts who had planned on tearing down the house but are now selling the property to the Clarkes who plan on removing part of the house and renovating the part most visible from the street.  He also said that the Clarkes would be tying the barn and house into the system.  After a brief discussion, a motion was made to grant the variances as requested provided that a deed restriction is filed, which prohibits the installation of a garbage grinder.  The motion passed 2-0.

35 Brooks Road  Since there was a closing pending on this project, staff issued a permit to construct with the condition that a variance is obtained on 8/30.  The petitioner is asking the Board to grant one variance from its local regulation:

1)      To construct a leaching field or bed, which is prohibited by local amendment to 310 CMR 15.252.

After a brief discussion with designer Wendy Henderson, who is the daughter of the owners of the property, a motion was made to grant the variance as requested.  The motion passed 3-0 with Dr. Mansfield being present.

56 Conant Road  At the last minute Bill Murphy asked Mike Moore if the Board could review this property.  The owner has received approvals from the LHC for demolition permission for the dwelling, Planning Board site plan approval and Conservation Commission approval all without opposition from the neighbors.  The petitioner is asking the Board to grant two variances from the local regulation:

1)      To construct a leaching facility with 6 inches of base aggregate below the distribution pipes, instead of 12 inches as required by local amendment to 310 CMR 15.247(3).
2)      To construct a leaching field or bed, which is prohibited by local amendment to 310 CMR 15.252.

After a brief discussion, a motion was made to grant the variances as requested.  The motion passed 3-0.

Other Business:
Lexington Road Cemetery  The Town will be building a road through the new section of the cemetery.  Mike said that Susan Brooks is looking through cemetery records to see if the additional section of the cemetery was appropriated at the same time.  If not then the Town will need to appropriate the additional area at the next town meeting after Board of Health vote.  Mike will follow up on this for a later meeting.
Lyme Disease  The members discussed the increase in Lyme disease in Town and went over various options including thinning out the deer population, which does not seem like a viable option.  Ed Rolfe was forming a committee to deal specifically with the increase in Lyme disease and the Board will assist them in any way they can.  Mike Moore will mail some additional literature to Ed Rolfe.  Susan Sliski came in to talk to the members about her concerns about Lyme disease and wanting to help in any way she could.  She was given Mr. Rolfes phone number to be added to that committee.
EEE  There have been 3 cases of EEE in humans in Massachusetts with no spraying in this area.
Bills Paid  2 bills were paid  Commonwealth of Mass., Mosquito Control for 1st quarter in the amount of $2,500.00 and Moore Medical in the amount of $71.34 for supplies.
