Meeting Minutes
October 4, 2006

The minutes from the August 30, 2006 meeting were approved as written.  The next 2 meetings are tentatively scheduled for November 8 and December 6.

Massage Therapy Review:
Staci Montori, 84 Codman Road  Ms. Montori would like to set up a practice in her home and has provided a packet for the Boards review.  The proposed renovations to her house have already been reviewed and the septic system is large enough to accommodate the extra room.  Last year the state adopted Senate Bill No. 205, which will eventually make the State Board of Allied Health Professions responsible for licensing massage therapists.  Until the procedures and regulations for doing this are created, local Board of Health will continue to license applications.  Ms. Montori will only be working part time because she has 2 small boys.  She does not plan to put a sign up but will use word of mouth and referrals from her husband and Sara Panarello.  After a brief discussion, a motion was made and seconded to issue a license to Ms. Montori.  The motion passed 2-0.

Informal Discussions:
Lincoln Mall  The members reviewed the proposed plans for the Lincoln Mall.  There was a discussion regarding whether the bathrooms on the second floor would be accessible to the public and if they will be handicapped accessible.  There was also a discussion about the proposed new restaurant and a possible liquor license.  This proposal will require a majority vote at the Special Town Meeting on Nov. 4.
New England Deaconess  The members also looked over plans for the proposed “Abundant Life Community” and discussed questions about the water usage.  The Water Dept. is proposing to put in a 12” pipe from the reservoir to Sandy Pond Road access.  DEP is in charge of the septic since it will be 10,000 gallons a day.  This proposal will require a two-thirds vote at the Special Town Meeting.

Lincoln Public Schools:
Lunch Program  Gabi White learned last week that the School Dept. has expanded its lunch program without consulting with the Board of Health in advance as per a June 21, 2006 letter from Mike Moore.  Mike met with Buck Creel.  Mr. Creel was not aware of the problems with the septic system at the school.  Mike said that the kitchen area had been cleaned up and is under new management.  Gabi feels that with professional help, the expanded program is doable.  They will come before the Board to see what can be done to get variances.  Maureen Richichi, School Nurse, said that they are pushing for a breakfast program especially for the Metco students who are on the bus early in the morning.  K-6 has a snack at 9:30.  Mike will have them come up with a menu and come up with a 5  10 year plan.  Right now there is no place for eating.  Tables and chairs are set up in the gym and then dismantled after lunch
AED Program  Maureen also talked about setting up an AED (Automated External Defibrillator) Program in the schools.  She has gotten the superintendent to look at the possibility of adding 4 for the Lincoln campus and one for the Hanscom campus.  The cost is about $1,500 for each unit and the battery lasts 4 years.  Maureen and the superintendent are looking at doing some fund raising for these machines.  The hope is to get a machine on someone in need within 3 minutes of an attack.  She may put something in the newspaper looking for donations.  
Pandemic Flu Preparedness  Maureen has gone for training from DPH on flu preparedness and is pushing the administration to look at checklists for preparedness.  She has received many pamphlets.  She will do education on hand washing and cough covering up.  Mike said that she should be added to the Fire Dept. LEPC meetings and will have Arthur Cotoni add her name to the e-mail list.  The next meeting will be Nov. 16 at 9:00 a.m.  Dr. Weinberg will look into putting something in the paper or sending out a flyer regarding the Bird Flu.




Flu Clinic  Maureen said that Lincoln should be getting 290 doses of flu vaccine and that any unused doses must be returned to the State sooner this year.  The vaccine will be given at the Nov. 18 Council on Aging flu clinic and then given to the police and fire personnel and to the health staff at the schools.  The Council on Aging will put something in the paper about the date of the flu clinic.   

Other Business:
Bills Paid  1 bill was paid  Town of Lexington  - Minuteman Haz. Waste collection dates for July and August in the amount of $583.38.
