Business Meeting Minutes
December 12, 2006, 7:30 p.m.

Minutes of the November 7, 2006 meeting approved with 2 changes, which will be made.

Discussions:
Massport Authority:
The members reviewed a draft 2005 L. G. Hanscom Field Environmental Status & Planning Report (Draft ESPR), which claims less of an impact on the area than 5 years ago.  The extensive draft will be on file in the HDC office for further review.
DeCordova Museum Cell Tower:
The members reviewed the proposed cell tower at the DeCordova Museum, 51 Sandy Pond Road, which will be housed within a false chimney.  After a brief discussion, the members voted 5-0 that the proposed cell tower should pose no potential negative impact on the Historic District.  A letter stating their decision will be faxed to Linda Mackey of EBI Consulting tomorrow.
Freedoms Way Report:
The members reviewed the Freedoms Way report received from Mark Whitehead, local contact.  This report identifies important sites in Town, which could be threatened.  The report put together the dangers to important sites and what could be done to preserve them.  Copies of the report were given to the Planning Board, Conservation Commission and HDC.  After a brief discussion, the members felt that a copy of this report should be available at the Library.  They would also like to receive more copies so that the members could have a copy to read over and want to know from Mark Whitehead what the Commissions role is regarding this report and information.  Elaine Carroll will check with Mark about getting extra copies and one for the Library and find out what the Commission should be doing with this information.
16 Weston Road:
The members were concerned about the partial demolition of the barn at 16 Weston Road.  The approval granted to Christopher Rogers did not include demolition.  Elaine Carroll told the members that Bensley & Company came back to the Building Inspector saying that the roof needed to be removed and rebuilt due to damage from a previous fire and that it would be replaced as before.  There was no mention of walls being removed.  The members felt that the Building Inspector should go to 16 Weston Road and speak with the builder to voice the concerns of the HDC and to get some guarantee from the builder that the walls and roof section would be rebuilt according to the plans submitted and approved by the Commission.  Elaine Carroll will speak to Earl Midgley, Building Inspector, about making a site visit as soon as possible.  The members also requested that the Building Inspector give clear instructions when dealing with buildings in the Historic Districts.
Demolition Delay By-Law Changes:
The members reviewed the proposed changes to the Demolition Delay By-Law and approved 5-0 the proposed changes.  The changes will be e-mailed to Town Counsel for his opinion and a separate public meeting will be held in January to discuss the changes before Town Meeting.
Historic District Additions:
Ruth Wales and Jack MacLean reported to the members that Patty Horowitz and her daughter Wendy were interested in having their house at 68 Conant Road placed in the Historic District with the possibility that the Loud house at 64 Conant Road would also be included.  They said that the house at 15 Conant Road would also be a possibility.  The house is up for sale and the present owner lives in Florida and would need to be notified about the possibility of being added to the Historic District.  New inventory forms would need to be filled out for these houses.
Library Archives:
Ruth Wales reported that she is continuing to work on the archives of historic buildings.  All houses have been identified and anyone can go in and find what they are looking for.  She is continuing to make copies at the State level.  The material is put into plastic sleeves in a notebook form in the Historic section of the Library so that people can access the material.  She said that soon we would have everything that the State has.
Comprehensive Long Range Planning:
Colin Smith will send this committee a list of places of interest to the HDC and if any other members want to add anything else they can do so.  This is in the preliminary stage and Colin will e-mail his list to the HDC members and they could add any items they think should also be on the list.
Lincoln Flag Design Committee:
Jack MacLean informed the members that he has joined this committee formed to design a new flag for Lincoln.  He will keep the members informed of any decisions.
