Meeting Minutes
November 7, 2007                 

PRESENT:        Frederick Mansfield, M.D., Chairman
                Arnold Weinberg, M.D.

The meeting was called to order at 7:40 p.m.  The minutes from the July 11, 2007 meeting were approved as written.  The next meeting is scheduled for December 12.

At 7:50 the meeting was closed and the members went into Executive Session with Town Counsel to discuss strategy for pending litigation.   The following members were polled for their approval to go into Executive Session:  Dr. Mansfield voted “yes”, Dr. Weinberg voted “yes” and Diane Haessler voted “yes”.  At the conclusion of the Executive Session, the following members were polled for their approval to return to the public meeting:  Dr. Mansfield voted “yes”, Dr. Weinberg voted “yes” and Diane Haessler voted “yes”.  

The public meeting resumed at 8:30 p.m.

Other Business:
Septic System Review – Dr. Weinberg asked Stan why the number of public hearings requests had dropped off.  Stan said this partly due to the use of alternative systems, which replace concrete galleys with plastic ones, the need for variances has decreased.  This is also due to a slowdown in applications for new or repaired systems.
LEPC Meetings – The members asked that any e-mails from the Lincoln Emergency Prepared Committee be forwarded to them along with all the notices for meetings.  Although they are not always able to attend the meetings because of the 9:00 a.m. starting time, they wanted to be kept informed of what went on during the meetings.  
Mosquito Control – The members were questioning what services the Town receives from the State regarding mosquito control.  Stan said that he would contact the local representative, Dave Henley, to set up a time when he could come to a meeting to talk with the members about the services provided to the Town.
Communicable Disease Reports – The members reviewed the reports from the State on various communicable diseases.   
New Public Health Administrator – Stan said that the Town of Concord has hired Brent Reagor as the new Public Health Administrator.  Mr. Reagor was previously the Health Director in Acton and before that was in Louisiana.
Stan also said that the contract between Lincoln and Concord expired in July of 2007 and that Mr. Reagor would be working with Tim Higgins on the renewal.
Bill Paid – Six bills were paid since the last meeting:  Eliot Community Human Services for the 1st Quarter in the amount of $1,250.00, Town of Lexington for the July, 2007 Hazardous Waste collection day in the amount of $159.43 and an additional amount for that collection in the amount of $74.35, Commonwealth of Massachusetts for the 1st and 2nd quarter payments in the amount of $2,500 each, and Moore Medical in the amount of $90.19 for supplies for the Flu Clinic.
Flu Clinic – The Flu Clinic will be held on Nov. 17 for the Council on Aging at Bemis Hall from 9:00 a.m. to
11:00 a.m.
