Meeting Minutes
               December 15, 2007

The meeting was called to order at 7:35 p.m.  The minutes from the November 7, 2007 meeting were approved as written.  The next meeting is scheduled for January 9. 2008.

Septic System Review:
8 Pine Ridge Road – The existing system needs to be replaced and the homeowner does not want to build a leaching facility to accommodate a garbage grinder because this would mean disturbing an existing garden.  She is willing to remove an existing garbage grinder.  The petitioner is asking the Board to grant one variance from its local regulation:
(1)     To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2)
After a brief discussion with Bill Murphy, septic designer, a motion was made and seconded to grant the variance as requested, provided that a deed restriction that prohibits garbage grinders is filed at the Registry of Deeds.  The motion passed 2-0.
Other Business:
Lincoln Public Schools – Maureen Richichi, School and Board of Health Nurse, came before the members to update them on several matters.  First off, she said that she has administered 164 doses of the flu vaccine to the Council on Aging and Public Safety personnel and has approximately 126 doses available. She asked what the members would like to do with the remaining doses and asked if it could be opened to the schools teachers in the Lincoln and Hanscom campuses.  The members voted unanimously to approve the administering of the remaining doses to teachers and returning any unused doses to the State.   She also informed the members that she has gone before the School Committee regarding the AED (Automated External Defibrillator) program, which will include 2 for the Hanscom campus and 4 for the Lincoln Schools.  These would be placed at Hartwell, Brooks, Smith and Brooks Gyms.  The brand that she is looking at is Phillips, which seems to be the best one and one that EMTs are pleased with.  The cost is approximately $1,000 each and Maureen will be going back to the School Committee in January and she is hoping to get these by the end of the fiscal year or this summer.  The cases come with complete instructions and most schools have them.  There are 2 different pads – one for pediatric and one for adults.  Maureen has also been working with the LEPC (Local Emergency Preparedness Committee) and attending the meetings.  She said that the Brooks Field House has been designated as an emergency shelter, which has a kitchen, bathrooms and the LEPC has cots and blankets and will be setting up some sort of storage for these in back of the school.  She will continue to attend the LEPC meetings and keep members informed.
Board of Health Mission Statement – Peter Sugar has asked the members for a mission statement for the Long Range Planning Committee.  Elaine Carroll will e-mail a statement to Peter Sugar.
Communicable Disease Reports – The members reviewed the latest reports from the State.  
Mosquito Patch – At the request of a Lincoln resident, the members reviewed a report on a mosquito patch, which is Deet free and contains 300 mg. of Thiamin B1.  Diane Haessler said that she saw no benefit from the use of Vitamin B1 in campers.  At the present time there is no patch against deer ticks.
Bill Paid – One bill paid this month to the Lincoln Police Department for the police detail during the flu clinic in the amount of $217.56.
