Meeting Minutes
April 9, 2008

The meeting was called to order at 7:30 p.m.  The minutes from the March 12, 2008 meeting were approved as written.  The next meetings are scheduled for May 14 and June 4, 2008.

Septic System Reviews:

123 Trapelo Road – Bill Murphy, Septic Designer, representing the owner Mary Hubbard, came before the members to request four variances from the local regulations to allow for the reconstruction of a failed septic system.  The requests are as follows:

1)      To locate a septic system within 100’ of a bordering vegetative wetland; which is prohibited by local amendment to 310 CMR 15.211.
2)      To construct a leaching bed or field instead of leaching trenches, which is prohibited by local amendment to 310 CMR 15.252(1).
3)      To construct a leaching facility with 6” of stone in the leaching bed instead of 12” as required by local amendment to 310 CMR 15.247.
4)      To construct a leaching facility which is not increased by 50% to provide for potential garbage grinder installation whether or not a garbage grinder is initially installed as required by local amendment to 310 CMR 15.203(2).

Bill Murphy said that this is an existing 4-bedroom house on the corner of Trapelo Road and Stratford Way with filled in wetlands.  The pipes coming out of the house cannot be re-routed because the pipes go under the floor.  He said that there would be a grading problem if he moved the facility any further from the wetlands than 85’.  There would be a 50’ setback for the tanks.  There is a large ledge outcropping in front.  The system tucks into a slope so from the road it will look more natural.  After a brief discussion, a motion was made to grant the local variances as requested, provided that the owner files a deed restriction that prohibits the installation of a garbage grinder.  The motion passed 2-0.

6 Winchelsea Lane – Sandy Brock, Septic Designer, and Mr. Price, Architect, came before the member representing the owner, Robert Davoli.  Mr. Davoli has approval for an addition to his house and in order to accommodate the addition, the septic tank and pump chamber has to be moved because they are closer than 10 feet from the proposed addition.  The petitioner is asking for two variances from the local regulations to allow for the relocation of the septic tank and pump chamber.  The requests are as follows:

1)      To install a septic tank and pump chamber with more than 3 feet of cover material as prohibited in 310 CMR 15.221.
2)      To have only 2 covers to grade on the septic tank instead of 3.

Ms. Brock said that because of the grade they need to have 5 feet of cover over the pump chamber and 7 feet of cover over the septic tank.  The addition will be a studio on the first floor with a wood deck above and a room below.  The house has a 5 bedroom septic system and the addition would bring the room count to 9 or 10 rooms.  She said that the septic tank would slide 10 feet out from its present location and that she is uncomfortable using the same tank and would like to install a new tank.  The new tank would have two covers instead of three.  After a brief discussion regarding the type of tank to be used, a motion was made to grant the variances as requested.  The motion passed 2-0.

Other Business:
Emergency Preparedness Funds:  Brent Reagor showed the members a letter, which was addressed to Dr. Mansfield informing the Board of Health that Lincoln has $6,583.33 in available funds from the Emergency Preparedness Region 4A received from the Center for Disease Control (CDC).  These funds are being made available to advance the goal of local public health readiness in the event of an emergency.  Brent said that these funds can be used to pay for a consultant to set up an emergency plan, printing up the guide booklet, office equipment in and out in the field, etc.   In order to access these funds, a spending plan has to be submitted by
May 1, 2008.  Elaine Carroll will inform Fire Chief Arthur Cotoni and will work out a spending plan to be submitted to the proper person before May 1.  
Bills Paid – One bill paid as follows:  Staples Credit Plan for Hazardous Waste pamphlets in the amount of $176.36.
