Meeting Minutes
September 3, 2008

The meeting was called to order at 7:30 p.m.  The minutes from the July 9, 2008 were approved as written.  The next scheduled meeting will be October 1, 2008.

Septic System Review:
9 Hilliard Road – Bert Corey, septic designer of Schofield Brothers, representing the owner came before the members to request one variance from the local regulations to allow for the reconstruction of a failed septic system.  The request is as follows:

1)      To locate the SAS <2’ from high groundwater in accordance with DEP approval of the Presby system.

Mr. Corey said that the sloping nature of the site makes it difficult and using the Presby system allows for the installation on a sloping site.  After a brief discussion, a motion was made to grant the variance as requested.
The motion passed 2-0.

Lot 6, 11 Reiling Pond Road – This is for a new system for a proposed house at a private development.  The owner is asking the members for one variance from the local regulations.  The request is as follows:

1)      To install a septic system without increasing the area by 150% as required by local regulations.

This system is designed by David Giangrande of Design Consultants, Inc. and is the fourth revision to the plan.  The pump chamber and tank will be under the driveway.  After a brief discussion, a motion was made to grant the variance as requested provided that the owner files a deed restriction that prohibits the installation of a garbage grinder.  The motion passed 2-0.

Other Business:
Flu Clinic – The annual flu clinic for the Council on Aging will be held on Saturday, November 15 at Bemis Hall from 9-11.
10 Tower Road – DEP did not approve the installation of a 9 bedroom septic system to allow for the addition of 2 additional bedrooms at 10 Tower Road but did approve the installation of a new 7 bedroom septic system to be built on an easement on conservation land.  The first approval from DEP stated that there would be a deed restriction for 7 bedrooms but in a revised decision the deed restriction was removed and replaced with wording that would make the decision null and void if anything larger than a 7 bedroom system is installed.  The members had approved the use of the easement for the septic system on March 12, 2008.
East Middlesex Mosquito Control – Dr. Weinberg said that he has become the representative from Lincoln for the East Middlesex Mosquito Control and said that Dave Henley is a very accomplished speaker.  At the last meeting he learned that the 5” of rain that fell this summer has increased the number of mosquitoes.  He said that just about every town has Culex mosquitoes in their test sites.  EEE mosquitoes have been found in one Mass. town.  Dave Henley wrote a piece for the Lincoln Journal and Dr. Weinberg added a couple of precautions.  There have been no cases of West Nile virus in Massachusetts.  There have been positive bird reports from Carlisle, Lexington and Sudbury.  The State is not testing in this area anymore because it is acknowledged to be in the area.  It was suggested that the realtors in Town should be asked to keep an eye out for stagnant water in vacant houses to avoid breeding areas for mosquitoes.  Dave Henley has asked for an increase of $300 in the budget for our participation in the program from $10,000 a year to $10,300.  The members voted 2-0 to approve the increase and it will be factored into next year’s budget.
Bills Paid – Town of Lexington for July 19 Hazardous Waste Collection in the amount of $220.54 and Commonwealth of Massachusetts for mosquito control in the amount of $2,500 for the first quarter.
Communicable Disease Reports – The members reviewed the latest communicable disease reports for July and August.
