LINCOLN COUNCIL ON AGING
Minutes of Board Meeting. December 6, 2005


The meeting was opened at 3:00 p.m. by Julie Pugh, Chairperson.

Present:  Flo Caras, John Caswell, Bob Curtiss, Avram Kalisky, Bob Lenington, Fez Morse, Julie Pugh, Mary Sheldon, Bob Sutherland, Dot Taylor, Pat Thompson, Dolly Curtiss(guest), Sara Mattes(selectman).

The minutes of the November 8, 2005 meeting were approved as read.

Treasurer’s Report – None

Housing Information – Bob Lenington
Bob shared information about 36 apartments becoming available, with 8 low income units, on Ridge Road.  The selectmen are aware of it.

Director’s Report
In Karen Santuccis absence, Julie Pugh directed the group to her written report.  It included the fact that the COA budget was submitted as discussed at the last meeting.

Clinics – Dot Taylor
Everything is going well.  144 people got vaccines at the flu clinic.

Trips – Flo Caras, Bob Sutherland
Trips are organized through January.  January 19 is a trip to the Museum of Science.  Four people are signed up for the Nutcracker on Saturday.  Perhaps a December trip should not be planned next year.

SHINE – John Caswell
SHINE counselors are very involved with helping people with Medicare Part D.

Publicity
Publicity is very well done.

Neighborhood Meetings
Bob Sutherland will compile the input and comments from the meetings for the next COA meeting.  Attendance was low, but good ideas came from the meetings.

Sara Mattes – Selectman
Sara attended to discuss the town budget.  The big budget drivers this year are pensions, possible loss of Emerson EMT services, purchase of a new ambulance, and the Library.  Two big housing issues are in front of the Town:  1) Deaconness – BIIC property at Sandy Pond and Route 2.  Discussion is taking place about possible uses, including a continuous care community.  2)  Ridge Road apartments.  They have been sold.  The Town is keeping track of redevelopment plans.  The Lincoln Foundation is involved in the negotiations.
Mall plans are dragging.  The proposed project would now be twice the anticipated price.  The right mix of business and housing is being sought.
Avram Kalisky asked when the Senior Housing Task Force will get started.  Sara asked if presentations about Senior Housing should be done.  John Caswell suggested talking to the Board of Selectmen first.

The meeting adjourned at 4:15.

The next meeting will be Tuesday, January 10th, at 3:00 p.m, in Bemis Hall.
