COA Meeting Minutes - May 9, 2006
LINCOLN COUNCIL ON AGING
Minutes of Board Meeting, May 9, 2006



The meeting was opened at 3:00 p.m. by Julie Pugh, Chairperson.

Present:  Peggy Boyer, Flo Caras, John Caswell, Bob Curtiss, Avram Kalisky, Valerie Lee, Bob Lenington, Harold McAleer, Jack McCandless, Fez Morse, Julie Pugh, Karen Santucci, Mary Sheldon, Bob Sutherland, Dot Taylor, Pat Thompson, from the New England Deaconess Association - Sharon Buerahle(vice president of marketing) and Herb Taylor(c.e.o. and president).

The minutes of the last meeting were approved with the addition of “$3,000.00 reinstated by the selectmen at town meeting.

A written treasurer’s report was submitted by Bob Lenington.
Karen Santucci distributed the June COA calendar.
Flo Caras reported on the Strawberry Ice Cream Social.  Additional helpers are needed for preparing strawberries and for setting up. Dot Taylor volunteered to help set up, in addition to her job of overseeing the strawberries.

New England Deaconess presentation – Herb Taylor, Sharon Buerahle
Herb gave a brief history of the N.E. Deaconess Association.  Emerson Hospital began as a Deaconess Hospital.  Deaconess now focuses exclusively on senior care, with headquarters in Concord, Ma.  
The Lincoln proposal is for 100 residents in a congregate building, and 50 – 60 individual cottage units.  Individual needs would be met in units, with the Concord site used for nursing home needs.  There would be synergy with the Concord campus, with transportation between the two.  Multiple meetings have been held with neighbors, who have responded positively.  The purchase and sale agreement for the property has been signed.  Other steps that would have to be taken are re-zoning the property at town meeting, and doing a site plan review.  The predicted time line is:
    Study period, testing – a couple months
    Re-zoning at town meeting – next fall or spring
    Project back to planning board
    Earliest possible start of construction – one year
    Completion of project – 2 ½ - 3 years
15% of units will be affordable, probably the smallest units in the congregate building.  Deaconess would be a supporting organization, providing complete maintenance.  The board of directors would be Lincoln appointed.  The hope is for a connection with the Lincoln COA, with the new facility an addition to our services, and a resource.  There would need to be access to Sandy Pond Road until changes are made to Route 2.  John Caswell asked that possible problems with the nearby cell tower be looked into.

Bob Sutherland asked board members to sign up for a planning meeting for next year.

The meeting was adjourned at 4:15 p.m.

The next meeting of the Lincoln COA will be June 13, at 3:00 p.m. at Bemis Hall.
