Presentation by John Dumont, Chair, Recreation Committee
The Recreation Committee has two future projects which may be candidates for CPC funds: a new Town Playground, and a new Town Sports Facility.

The new playground would replace Strat’s Place, which was refurbished in 2000 to gain a few additional years of use, but which is clearly deteriorating. The Recreation Committee has carried the sum of $120,000 for FY’06 in their Capital Plan. Prior to building a new playground, key questions to be answered include, should the Town have a Town Playground?, and if yes, where should it be located?

The new Town Sports Facility would primarily add playing fields to the current fields, all of which are managed by the Recreation Committee. The current use of the fields for school recreation, soccer and baseball has max’d out the current fields. Additional fields are needed to add sports programs such as lacrosse and/or rugby.

BJ provided the CPC with an update on the projects approved at 2004 Town Meeting, and some preliminary ideas for the coming year.

A new septic system was installed for Lot 42 using funds allocated in FY’04.

The cost of renovating the existing house on Lot 42 and adding an accessory apartment is currently estimated at $167,500, an increase of $35,000 from the original estimate of $132,500. $9,000 of funding may be coming from the MetroWest HOME Consortium in FY’06, leaving $158,500.

The cost of construction of two units of affordable housing on Lot 41 is currently estimated at $331,000. The Town voted $207,500 from CPA funds for this in FY’05, and MetroWest HOME gave $9,000. This leaves a shortfall of $114,500. Of that, $75,000 was originally coming from Lincoln Foundation fundraising. Although this project does not have sufficient funding, an architect has been hired and construction may begin before Town Meeting in April ’05, when presumably either Town or CPC funds will make up the shortfall.

Additional proposed projects for consideration in FY’06 include the renovation of 65 Tower Road, with a proposed budget of $50,000, and the purchase of two market rate townhouses, with a budget of $600,000.
Rents on town properties will be held in a revolving fund and applied to routine maintenance.

Approval of Minutes
The minutes of the 6/22/04 meeting were approved.

Discussion of Conservation Commission memo to Tim Higgins dated 7/26/04
The memo from the ConCom was discussed. $50,000 of CPA monies voted to the Conservation Commission at Town Meeting were used for the Quiet Places open space acquisition project fundraising, with the particular goal of protecting significant tracts of land on Tower Road.

Discussion of RLF conservation acquisition interests ensued.

Vacancies on the CPC
There are currently two vacancies on the CPC. CPC members will contact potential additions to the committee.

Project Forms
Susie Collins will review changes to the Project Follow-Up Form discussed at the 6/22 meeting and e-mail a revised form to John.

John will revise the Project Submission Sheet.

Article for Lincoln Journal
Ken Hurd will prepare a call for submissions and send it to the Journal, with a target publication date of 9/23.

Review of Project Status
Rayna Caplan will contact Earl to see if the roof repairs at the Pierce House are complete.

Revisions to the Meeting Schedule
The meeting schedule was revised as follows:

The Historic Commission will meet with the CPC on 9/28 instead of 9/21.
The Capital Planning Committee will meet with the CPC on 10/26 instead of 9/21.
The meeting on 9/21 has been cancelled.

The next meeting of the CPC will be on Sept. 28 at 7:30pm in the Town Offices.
