CPC Meeting Minutes
November 16, 2004

Absent: Rayna Caplan, Colin Smith
All meeting minutes accepted (9/14, 9/28/ 10/26).
Brief discussion regarding each committee having an alternative to step in for any member who can’t attend or who might have to recuse him or herself because of a conflict of interest.
Banner discussion: John continues to explore the idea of creating a banner which can be displayed at various projects: “Your CPC Funds at Work.”
Meeting Schedules – Monday, December 6 to review proposals in more detail.
Discussion of Proposals/Presentations.
Conservation Commission: Sara Silberstein and Peter Von Mertens reviewed the status of the Heck property acquisition.
Harrington/Row: RLF is looking to protect all but a few buildable lots and is working with the Conservation Commission and Cambridge Water Commission/Dept. because it is in watershed.
From previous funding: $50K allocated for Harrington/Row.
$50K for Fitz property.
$63K unallocated at present.
Discussion of Bonding: Based primarily on a project basis for a maximum of ten years. An example would be to borrow $1 million and pay back $100K each year.
Browning’s field riding ring restoration:
Presentation by Charlotte Trim regarding slight expansion and restoration with new surface and fence.
Brief discussion of various proposals submitted to date:

1. Housing: Has reduced their request to $362,500.
2. Conservation Commission: Requesting $500,000.
3. Library: Has increased their request to $579,985.
4. Library: New request for 13,304 for chimney restoration.
5. Browning Field: Requesting $14,000 to restore riding ring.
6. Brown’s Wood: Requesting $10,000 for documenting its history.
7. Codman Community Farm: (By tenant) Requesting $50,000 for barn work, but needs to be submitted by the town.
