CPC Minutes - May 18, 2004

RE:             Minutes of the May 18, 2004 CPC meeting

Attending:      Sarah Holden, John Koenig, Susie Collins, Elizabeth Frumkin, Colin Smith, John Petty (acting secretary)

1.      John Koenig was unanimously elected as the new Chairperson of the CPC.  Congratulations, John!   

"Thank you" to Sarah for serving as our inaugural Chairperson and for leading us in a successful "3%" campaign!

2.      New Business:

A.      Selection of new members of the CPC:

Sarah Holden is stepping down after this meeting in light of her election to the Selectman.  John Robinson has stepped down in light of his election as Chairperson of the Finance Committee.  Mary Troy stepped down in light of her having resigned from the Housing Commission.  

Rayna Caplan has been named by the Housing Commission as its new representative to the CPC.  It is our understanding that Mary Cancian has been proposed to the Selectman as a replacement for John Robinson.  The Committee likes the idea of a FinCom members on the CPC.  We are waiting for the Selects to formally approve the appointment.

Potential nominees:  John K. will make some contacts regarding a replacement for the final Selectman’s appointee slot created by Sarah Holden’s departure.  

B.      John K. will follow up with Paul Marsh to clarify next steps with the Historic Easement issue.

C.      Closing the loop on past projects:

We discussed the value of following up with past recipients of CPA funds.  Susie will draft a follow-up questionnaire for recipients, designed to capture project status as well as any constructive suggestions for the process.   One output of this feedback  could be an article in the Lincoln Journal, describing the results and successes of the CPA program.   (targeted for fall publication.)

D.      The CPC timeline:

We discussed the usefulness of a preparing a written timeline for the CPA process.  This would be a start-to-finish depiction of the main milestones in the process, from initial application to distribution of funds, with dates pegged to the upcoming town calendar.  John K. will work with Tim Higgins on a draft version of this.

E.      Communications with other town committees:

We proposed that each of the participatory town committees (Recreation, Housing, Conservation, Historical) be invited to CPC meetings early next season to present and discuss their plans and concerns.

F:      The CPA Project Inventory:

We realized we need a tool for keeping track of projects, in order to keep track of both past and current projects.   John P. will prepare a draft template of an at-a-glance chart, identifying project names, sponsors, target dates, funds allocated, etc.

Projects to date:

2003:   Sunnyside lot purchase
        Pierce House roof repair
        Condominium buy-down (Battle Farm)
        Set-aside funds (held in reserve for the following year)

2004:   Historic easement
        Library repair and renovation
        Conservation commission
        Sunnyside construction
        Re-assignment of condominium funds from 2003 to a different site/unit
        Historic site survey project
