Meeting Minutes
October 14, 2003


Attendees:
        Sarah Holden, Ken Hurd, Colin Smith, Mary Troy, John Petty, John Koenig, Elizabeth Frumkin
                                                                                                

Public Hearings & Procedures

        John Koenig confirmed the procedures that we are required to follow in our deliberations. (see John’s Memo of Sept. 29th 2003)
The CPA process is completely separate from the capital planning process and we can create our own timetable. We should hold at least one public hearing per year, at which the progress of the committee is discussed – results of studies, projects on the drawing board, status of prior approved projects, etc. – but that we do not need to discuss specific projects or financial allocations / set asides at that hearing in order for us to propose those projects at town meeting.
He said that there are numerous instances of projects coming up at the last minute, which have gone to town meeting without a prior public hearing.
Obviously this gives our committee much more flexibility in our planning process than we had previously thought.

Applications

Only four applications were received at the meeting, namely:

1.      Historic District Commission – Expansion of Historic District
2.      Housing Commission – Increase in affordable housing
3.      Conservation Commission – Open Space Conservation Fund
4.      Lincoln Library – Window replacement

The detailed applications and amounts requested were handed out at the meeting.
Given the additional flexibility that the Committee apparently has, it was decided to extend the submission date until December 1st 2003 and Sarah will see that this is advertised.
Paul Marsh brought up his issue of having the Town either provide or pay for the cost of having an historic easement placed on his property. Paul was advised to fill out an application for funds since this appeared to be within intent of the Community Preservation Act.

Action

        No decisions were taken at the meeting regarding the applications, since the process is ongoing and more applications will be accepted until December 1st 2003.

Future Meetings

        The next meetings will be on November 11th and December 9th at 7:30pm.

The committee voted to adjourn the meeting at approximately 9:45pm.
