CPC Minutes - 111105 - Nov 11, 2005
TO:                     Lincoln CPC
FROM:           John L. Koenig
RE:                     Minutes from Nov 11, 2005 meeting
Attending
John Koenig, Susie Collins, Craig Donaldson, Ken Hurd, John Valpey, Peter von Mertens, and Bryce Wolf
The Committee discussed generally the following items:
Codman Farm - the Selectman’s support will be necessary for this proposal to go forward.
Recreation Department proposal to build a new play ground next to the pool parking lot - the Tot Lot.  In contrast to last year’s proposal for funding of renovations to the horse ring on Weston Road, which was found not eligible for CPA funding as being an existing use, the playground that used to exist in this spot was completely dismantled a number of years ago, and the area has no use currently.
Ridge Road Apartments - after addition of the three new units of affordable housing on Sunnyside and the (four) affordable units at Minuteman Commons, the town will need an additional 18 units of affordable housing to meet the 10% test of 40B.  Peter von Mertens mentioned that the Lincoln Foundation maintains an active list of people who are interested and eligible for affordable housing in Lincoln.
Library - has requested funding for window repairs, and has other projects before the Capital Planning Committee which may be submitted to the CPC as well.
Pierce House - also has projects before the Capital Planning Committee which may also be submitted to the CPC
Disabilities Commission - may make a proposal for funding of a handicapped accessible trail, on the order of $5,000.  The committee discussed what kind of liabilities might arise from promoting a trail as handicapped accessible unless it was continuously and completely maintained for that use.

Lincoln Sudbury Regional High School - is looking for CPA funding to improve the football field, following the approach used by Acton -Boxborough.  We have not received anything further on this beyond a discussion that John Koenig had with Mark Collins of the LS school committee.

The Mall project - the housing component of this project would clearly be affected by Ridge Road.
