Housing Commission Report:
BJ Scheff representing Housing reported on the status of Lincoln’s housing projects.
Responses to the RFP for the Sunnyside property are due by November 7.
The project at the Mall is still continuing, and it is likely that money for housing there would be requested. At this time, the RLF schedule for this project calls for presentation of a concept plan only at TM 2006. The question was raised whether the commitment of CPA funds to such a project help against a 40B project.
Minuteman Commons still has 2 units available for buy-down as affordable housing in addition to the 6 already committed for that purpose.
There are 36 units at Ridge Road, which is currently under contract.
The project for an affordable accessory apartment bylaw is ongoing, which would provide for payments of $1,000 to homeowners who dedicate their accessory apartment to affordable housing for a minimum time period. This still needs approval from the Dept. of Housing and Community Development as a Local Initiative Program.
There also exists an MBTA Loan Program providing for lower interest rates on housing convenient to public transportation.
Recreation Committee Report:
Noah Eckhouse, Chair of the Recreation Committee reported on their projects.
The RC has an annual budget of approximately $300,000 - $320,000. They run at about 90% breakeven.
Projects they are thinking about include:
immediate - rehabilitation of the Tot Lot playground next to the pool parking lot at a cost of $60k to $70k
two years out - new irrigation systems for some of the playing fields
3-4 years out - new playing fields - they are still thinking about the land behind Donelans, which is currently town conservation land - “hay vs. play”
5-6 years out - rehab of Strats playground
The Codman Trust is a reliable funding source for RC projects. The Lincoln Family Association is another possible funding source.
