CPC Minutes - 092705 - Sept 27, 2005
TO:                     Lincoln CPC
FROM:           Susie Collins
RE:                     Minutes from Sept. 27, 2005 meeting

Attending
John Koenig, Chair, Ken Hurd, Peter von Mertens, Colin Smith, John Valpey, Craig Donaldson and Susie Collins.

Conservation Committee Report:
Geoff McGean, Katie Walker and Amelia Cass representing Conservation committee, RLF and LLCT reported on the status of Lincoln’s open space projects. As shown by the map, many projects have been completed. What’s left on the horizon? Farrington Memorial, DeNormandie’s field and some smaller parcels like the Booth Property on Lincoln/Concord line. Right now no movement on these parcels and Geoff does not foresee any in the upcoming year. Ken suggested perhaps a parcel of land along the Waltham line should be added to the wish list. It could be strategic as a buffer against Waltham development. Another project for the future could be a handicap accessible trail. CPC members asked about plans for the mall renovation. Geoff indicated that they would like to include some affordable housing at the mall and perhaps that might be a CPC aided endeavor in the future. They hope to have a plan for the mall to present at town meeting.

Library Report:
Barbara Myers, Jack Pugh, Jacqueline Apsler and Peter Sugar joined us for a report on the library. They reported that the new roof will be slate and bids are coming in at a reasonable level. They haven’t put bids out on the vault upgrade yet. Next on the list of renovation is carpet, new windows for the new building and engineering fees for a sprinkler system. They handed out a capital plan budget projection that spells this out and future funding needs.

Historic Buildings Report:
Colin reported that there are no plans for submission at the moment. There is a new committee in town looking at all facilities and what their renovation needs might be. The inventory of the town’s historic properties has not started yet. The committee then had a conversation about whether we should have time limits within which projects should be completed. Meanwhile, Paul Marsh has just about completed his project.

Vacancies:
With John going on to the Fin Com., Mary Cancian, also a Fin Com rep, resigned. So now we need to fill her spot.

Publicity:
The committee decided to submit a letter again this fall about CPC and asking for proposals. Ken will do this.

Future Dates:
John reminded the committee that the State of the Town meeting will be Nov. 5. He also distributed a flyer for a 5th year anniversary celebration for CPA to be held Oct. 6 at Stonehurst in Waltham.

Future Meetings:
Rayna has problems coming to Tuesday meetings. John will try to change next month’s meeting to Monday so she can attend.

Next Meeting:
Either Monday, October 24 or Tuesday, October 25.
