Community Preservation Committee -Minute January 31, 2006

Review of Proposals:
Pierce House: Richard Silver from the Pierce House came to discuss his requests for funding.  
Door Replacement - This proposal requests $15k to reverse two exterior doors so that they open outwards instead of inwards, install emergency lighting an exit signs and repair a circuit board on a fire alarm panel.  This work was “mandated” by the town building department, fire department and insurance company.  Costs are broken down as $5000 for two new doors, $5000 to install the doors, including new trim around the doors, $2,000 to install the lighting and signs and the balance for the fire panel and overage.  The estimates for this project and the other Pierce House projects were made by Dana Mencken, the Pierce House handyman.  Specific issues raised were (I) ability to re-use the existing doors, (ii) oversight of any work by the Historical Commission.  questioned and urged to be sensitively accomplished
Basement Plastering - This proposal is to plaster the basement ceiling above the furnace.  This work was also “mandated” by the town building department, fire department and insurance company.  
Exterior Painting - Requesting 10k for touch up, while a complete paint job is estimated at 50k.  Painting may be outside the scope of the CPA, as maintenance, unless it can be considered preservation.  The Pierce House was last fully painted in 1996.  The committee questioned whether it would be wiser to hold off doing any painting until exterior repairs could be completed.  Richard stated that this proposal is at the top of his list, as the visible deterioration of the Pierce House exterior will likely have an adverse effect on bookings for events.  
Apartment Bathroom - Rotting floor boards in 2nd floor bathroom need to be replaced.  The proposal includes gutting the bathroom, and replacing the bathtub.  Richard though the sink and toilet would be kept.  Included in the proposal is fixing a leak in the 3rd floor bathroom and adding a shower so that bathroom can be used during the renovations of the 2nd floor bathroom.
Peter Sugar and Barbara Myles from the Library came to discuss the Library’s requests for funding.
Windows - received an estimate for $108k less than the original estimate.  Library  now requesting $420k to cover design fees for construction documents and construction supervision.  The library is also expecting an estimate from Littleton Lumber.
In addition to the windows, some siding on the two turrets is rotting.  The committee urged the library to get quotes on replacing that siding as well.
Fire Suppression System Study - 14k bid to design system as a design-build.  There have been two boiler fires in the Library in recent years, and the Library only has sprinklers in the basement.  Code now requires sprinklers throughout.  Sprinklers are preferred over gas to smother fire - books can be freeze dried to remove the water.  Library would likely return next year for funding to implement the design.  
Codman Barn - based on the new information showing that the barn is not in imminent danger, the proposal will be held off until completion of the town wide building facilities study.  The selectmen awarded the contract for that study on Monday, Jan 30, 2006.  
Recreation Committee Tot Lot Proposal -  Susie Collins informed the committee that the original estimate was incorrect, and that the new proposal was for $50k instead of $75k.  The difference was based on a miscalculation in the original proposal.  Installation costs are supposed to be about 40% of the equipment costs.  Equipment costs are $31k, resulting in installation of $13k.  The Recreation Committee requests an additional $6k for contingency.  
Conservation - Peter von Mertens mentioned that the Conservation Commission will be submitting a proposal for $36,500 to be added to the Conservation Fund, which currently has $63,500 left from the original $163,500 of CPA funds granted in FY 05.  This would provide the Conservation Commission with a total of $100,000 to use for options or other agreements to bind property while permanent financing is obtained.  
Discussion of Ridge Road
John Koenig reported that the town has not yet received a response to its offer to purchase the Ridge Road apartments.  The Committee decided to proceed with its decision making process on the current proposals.  
Prior Project Status
Sunnyside Lane - Bryce Wolfe updated the Committee.  The Housing Commission is re-writing its RFP for the two unit house and hopes to issue it in February.  The Housing Commission is having architectural plans for the accessory apartment on the existing house drafted pro bono, and plans to use Minuteman Tech students for most of the work, other than work for which a license is required.  They expect to complete that part of the project by Fall ’06.  
Library Roof - Peter Sugar reported that this project is currently quoted at $220,000, including supervision ($7k for a clerk of the works), compared to the $461,750 originally granted.  This will result in a return of $241,750 to the CPA fund.  
Historic Inventory - Colin Smith reported that this work should start soon.  
Approve Minutes or Prior Meetings
The Committee reviewed and approved minutes of its meetings on September 27, 2005, October 24, 2005, November 11, 2005 and December 13, 2005.
