CPC Minutes - February 16, 2006

This was the Public Hearing of the CPC as noticed in the Lincoln Journal on February 2 and 9, 2006.  John Koenig welcomed the guests in attendance and the committee members present introduced themselves.  
Review of Proposals:
Noah Eckhouse reviewed the proposal from the Recreation Committee for funding for a tot lot.  The amount requested is $50,000, and includes the equipment, installation, wood chips, design and a new chain link fence, and an overage contingency.  Construction is anticipated for this spring.  No fundraising is contemplated for this project.  Rather, the RC wishes to save its fundraising for playing fields.  Also needed will be benches and some landscaping, which hopefully will be donated.
Barbara Myles and Jack Pugh appeared on behalf of the Lincoln Library.  The Library is still expecting an estimate from Littleton Lumber.  They will let the CPC know as soon as it is received.  The Committee also discussed the need to include funds for any collateral siding repair.  
The committee discussed the requests for funding from the Pierce House.  Questions were raised regarding what the public bidding requirements might be for the proposed projects, with total funding of less than $15,000.  Questions were also raised regarding who would oversee any such projects, and what involvement the Historic Commission would have.  John Koenig offered to try to get answers to the first two questions.  
Peter von Mertens discussed the Conservation Commission request for $63,500 in additional funding to its Conservation Fund, bringing its fund up to $100,000 in total.  Property purchase options typically are $50,000.  
The committee then discussed the warrant article to create an affordable housing trust fund, and the notion of providing CPA funds for such a fund or to the Housing Commission fund.  
Approve Minutes or Prior Meetings
The Committee reviewed and approved minutes of its meeting on January 31, 2006.
