Funding requests received by the October 11, 2006 submission deadline were distributed and given a preliminary overview:
Library - Elevator Smoke Vent - $20,000 2008-1

The Lincoln Library also submitted copies of its capital expenditure requests for fiscal years 2009 through 2012, which were greatly appreciated by the committee.
The committee discussed the Conservation Commission requests with Peter von Mertens. With respect to 2008-3, there is $50,000 left in the ConsCom fund, $50,000 having been used as part of the acquisition of the Flint property on Route 2. Adding an additional $50,000 to the fund would provide for up to 2 option/acquisition funding opportunities for the next 18 months or so.
Request 2008-4 consists of $250,000 towards the acquisition of a very desirable parcel which is currently under negotiation, plus an additional $25,000 for ongoing maintenance. It is anticipated that the total project cost will be in the neighborhood of $2,500,000, with the balance of the purchase price being funded through numerous other sources.
The committee agreed to invite all proponents of the remaining funding requests to its next meeting on October 30, 2006.
The committee discussed the status of open projects previously approved.
The Historic Properties Inventory Survey, to be prepared by Jack MacLean, appears to be at a standstill. The committee discussed the possibility of requesting town authorization to pull funds from this project. Colin Smith noted that the Historic Commission was meeting on early November, and he would attempt to coax a commitment out of Jack at that time.
The Sunnyside Lane construction is finally moving forward. Minuteman students have commenced work on the accessory apartment to be added to the existing house, and bids are expected in November for the new house and accessory apartment.
Construction on the Tot Lot is expected to occur this fall.
The committee discussed a concern from the Affordable Housing Trust that the CPA funds granted last year were limited to buy-downs, and could not be used to purchase properties for rent by the town as affordable housing. The language of the Grant Agreement was reviewed and the committee stated its opinion that there is no restriction limiting those funds to buy-downs instead of rental units; that the intent of $150,000 cap on the purchase of any single unit of housing was not to restrict the manner in which that unit is owned.
The committee approved the minutes from its September 12, 2006 meeting.
