Lincoln Community Preservation Committee
Sept. 18, 2007

Present: Rayna Caplan, John Koenig, John Valpey, Peter von Mertens, Bryce Wolf
Absent: Susie Collins, Craig Donaldson, Colin Smith, Bill Stason
The committee unanimously approved the minutes from its May 14, 2007 meeting.  
John Koenig reviewed the CPA meeting schedule for the rest of 2007.  All meetings are at 7:30 P.M. in the Conservation Commission Offices on the 2nd floor of Town Hall:
Tuesday October 2 - meeting to meet with proponents of proposals to ask for
                         more information
Tuesday October 30 - meeting to review final proposals
Tuesday November 13 - meeting to meet with proponents again if necessary
Tuesday December 4 - last meeting of the year

The committee briefly reviewed the proposals received to date:
2009-01 Paul Marsh request for $1,000 to prepare an explanatory booklet for his conservation easement.  The Committee will look to support from the Historical Commission before deciding on this proposal.
2009-02 Housing - Community Based Group Housing - there is need for this kind of housing in Lincoln, which used to exist in the past.  With this kind of housing, each bed constitutes an affordable unit for 40B purposes.  TILL (Towards Independent Learning & Living) is an organization that is heavily involved in these kinds of projects.  No dollar amount is currently proposed for this project.  
2009-03 Housing - Affordable Housing Conversion.  No dollar amount is currently proposed for this project.  
2009-04 Town Archives Stabilization and Expansion Project - $465,097
Peter von Mertens discussed anticipated requests from the Conservation Commission:
1.      $38,000 for the conservation fund to get it back to $100,000
2.      $75,000 for a pilot project Teen Conservation Corps to protect and preserve conservation land.
The Committee agreed to invite Barbara Myles and Susan Brooks to its next meeting, as well as representatives of the Housing Commission, to discuss in further detail their proposals
John Koenig directed the Committee’s attention to the Rappaport Institute Study on CPA, which is available online at http://www.ksg.harvard.edu/rappaport/research/cpa.htm.
There followed a brief discussion of the impending end of the 100% state match, and legislative efforts to provide for a floor on the state match of no less than 75%.
