The committee first heard from Pam Gallup and Renel Fredrickson of the Housing Commission, with respect to the proposal for funding to update the Consolidated Housing Plan.  The funding request has been reduced from $20,000 to $12,000.  The main purpose for updating the plan would be to provide a roadmap to help the town meet its affordable housing needs as of January 1, 2011 (not 2025 as stated in the proposal).  The town will be in compliance with the 40B minimum requirement with the addition of the Deaconess and Minuteman projects to the equation.  However, the 40B calculation is based on housing numbers from the 2000 census.  It is anticipated that when the 2010 census numbers go into effect (1/1/2011), the town will be about 15 units short of the 40B minimum.  Linda Proznit produced the existing plan, which was completed in 2003, and would be the Commission’s choice to update the plan.  No public bid would be required for this project.  The CLRPC is not looking at housing yet, and once it does, will likely not be looking at housing with the level of detail that the updated housing plan would provide.
Rayna Caplan informed the Committee that the housing Commission was withdrawing its proposal for $25,000 for Capital Improvements to 65 Tower Road (2009-07), as it was determined that the described work was primarily maintenance and repairs.  
The committee unanimously approved the minutes from its October 30, 2007 meeting.
The committee discussed the need to have a better handle on projects that are foreseeable but that have not yet been proposed, both in terms of the timing and magnitude of those projects.  It was decided that the Committee would invite a representative of the Affordable Housing Trust to the next meeting, and that Bill Stason would ask Tim Higgins about the status of the review of town-owned buildings.
