This was a joint meeting of the Community Preservation Committee and the trustees of the Lincoln Affordable Housing Trust.  In attendance on behalf of the Lincoln Affordable Housing Trust were Peter von Mertens, Gary Taylor and Ellen Meyer Shorb.  Also attending the meeting were BJ Scheff and Renel Fredricksen of the Housing Commission, and Tim Higgins, Town Administrator.  
The purpose of the meeting was to discusss the proposal from the Lincoln Affordable Housing Trust for the Community Preservation Committee to approve the expenditure of $100,000 of the CPC funds granted to the Trust at TM 2008.  The terms of that grant require that “none of those funds shall be expended without the approval of the Community Preservation Committee.”
Peter von Mertens described the purchase of a house at 15 Bypass Road by The Edinburg Center for purposes of a group home for 4 men with developmental disabilities.  By letter dated April 23, 2008, The Edinburg Center, has requested a grant of $100,000 from the Lincoln Housing Commission to help defray some of the costs of purchase and renovation of the property.  If the town contributes to the property, it is believed that it will add 4 units to the town’s affordable housing inventory.  
After further discussion among the participants, the Committee then voted and unanimously approved the expenditure of $100,000 of the CPC funds held by the Trust as a grant to The Edinburg Center with four conditions:
1.      that the appropriate state agency confirm that as a result of the town’s contribution, 4 units will be added to the town’s affordable housing inventory,
2.      that the property be encumbered with a deed restriction requiring that the property be used for affordable housing purposes,
3.      that the Town receive a Right of First Refusal from The Edinburg Center in the event of a proposed sale of the property, and
4.      that in the event of a sale of the property by The Edinburg Center to a third party, the Town receive a percent of the total sale proceeds proportionate to the percent of the original purchase proceeds represented by the $100,000 grant.
