Lincoln Community Preservation Committee

Present: Susie Collins, John Koenig, Bill Stason, John Valpey, Bryce Wolf
Absent: Rayna Caplan, Craig Donaldson, Colin Smith, Peter von Mertens
Also attending was Tom Gumbart on behalf of the Conservation Committee.
The committee first discussed proposal 2009-06 from the Conservation Committee for Invasive Plant Management.  Tom Gumbart reiterated that the funding requested is for a pilot project.  If the project is a success, the Conservation Commission would expect to work future funding into its operating budget.  In past years, the Conservation Commission had up to 5 staff working on property land management.  The Conservation Commission would like to restore some of those positions eventually, as land under management has increased, and the need to manage that property is increasing.  
The Committee requested that the Conservation Commission provide some details on the work to be performed, and also some parameters for measuring success.  
The Committee then heard from Kathy McHugh of The Lincoln Foundation regarding proposal 2009-09 from the Affordable Housing Trust.  Kathy discussed the fact that the original pricing formulas and restrictions on affordable units at Battle Road led to a situation in which the units might no longer qualify as affordable after a sale to a new owner.  Among the uses of the CPA funds contemplated by the Trust would be for buying down those units to keep them in the town’s affordable housing stock.  
The committee discussed that the Trust had spent $50k of the original CPA Funding on the Hollingsworth property, which was to be restored to the funds upon sale of that property.  Any new grant to the Trust must account for that $50k.  
The committee unanimously approved the minutes from its December 4, 2007 meeting.
Bill Stason, liaison to the Pierce House, noted that a new committee has been formed to study the  Pierce House, including Sara Mattes, Mary Hartman, Judy Gross, Tim Higgins and Bill.
