Lincoln Community Preservation Committee

Present: Susie Collins, Craig Donaldson, Pam Gallup, John Koenig, Colin Smith, Bill Stason, John Valpey
Absent: Peter von Mertens, Bryce Wolf
The committee approved the minutes from its March 4, 2008,April 30, 2008 and August 21, 2008 meetings.
The committee reviewed the funding proposals received to date:
2010-01 Library - Fire Suppression System
2010-02 Conservation - Pierce Park
2010-03 Cemetery Commission
2010-04 Codman Farm
2010-05 Historical Commission
2010-06 Library - Eleazer Brooks Scrapbook.
The committee will follow up with proposal proponents, and ask as many of them as possible to attend the next meeting on October 28, 2008.
The committee also reviewed the Town Facilities Planning report of 9/17/2008 prepared by Timothy Higgins, Town Administrator.
John Koenig reported that the latest information from the Community Preservation Coalition is that the state match will be approximately 65% in round one, with additional distributions to communities that assess the 3% CPA surcharge.
The committee discussed the status of pending projects. John Koenig will follow up with Anita Scheipers.
The committee heard the following liaison reports:
Housing (Pam) - 4 affordable units have recently been added by means of a group home purchased by Edinburg. An additional 5 units are soon to be added with the pending purchase of another group ho me by CMARC. There is the possibility of the town acquiring additional affordable units at Minuteman Commons. There are 2 affordable units at Ryan Estates that have never been counted because of no town contribution. The Housing Commission is working on a policies and procedures manual to help it in its new role as a landlord.
Recreation (Susie) - is planning new bathroom facilities and storage near the town tennis courts.
Pierce House (Bill) - the planning committee hopes to report to the Board of Selectmen by December 2008 and to Town Meeting in March 2009.
Comprehensive Long Range Planning Committee (Bill and Craig) - the CLRPC is still on schedule to present at the State of the Town in November.
