Lincoln Community Preservation Committee

The Committee first heard from Lucretia Giese and Ruth Wales from the Historical Commission with respect to 2010-05 - inventory of 1900-1930 houses in Lincoln.  Jack MacLean’s inventory covers houses up to 1900.  FOMA has brought attention to houses built after 1930.  Lincoln lags far behind other towns with its inventory of historic houses.  The original proposal for $11,250 was to inventory 45 properties.  However, that was the suggestion of the consultant, whereas the Historical Commission’s proposed list for the first round was only 33 houses, which at $250 per house, would result in a funding requirement of $8,250.  
The Committee approved the minutes from its January 13, 2009 meeting.  
The Committee then discussed all funding requests received for consideration at Town Meeting 2009, and voted unanimously as follows:
With respect to 2010-01 Library - Fire Suppression System ($607,067), the Committee voted not to recommend funding for the following reasons: the critical fire suppression system needs have already been funded, and any further funding of that system should be postponed until the needs of the other town buildings that are eligible for CPA funding have been more fully determined.
With respect to 2010-02 Conservation - Pierce Park Culvert Repairs and Pond #2 dredging, the Committee voted to recommend funding of $50,000 due to the regular seasonal flooding of the access road to the Pierce House and the continuing deterioration of Pond #2, such funding to be subject to a 3 year time limit from the date of TM, with funds to be provided by the Pierce House, if any (originally suggested to be $5,000, but not committed), to be spent first.
With respect to 2010-03 Cemetery Commission, the Committee took no action as the request had been withdrawn.  
With respect to 2010-04 Codman Farm - Barn A, the Committee voted to recommend funding of $112,000, as the barn repairs have been classified as high priority in all three facilities reports, such funding to be subject to a 3 year time limit from the date of TM.  
With respect to 2010-05 Historical Commission - Early Modern House Inventory, the Committee voted to recommend funding of $8,250 for a survey of 33 houses thought to have been built during the period 1900-1930, as the threat of demolition to these houses is continuing, and once such a house has been demolished, it cannot be replaced, such funding to be subject to a 3 year time limit from the date of TM.  
With respect to 2010-06 Library - Eleazer Brooks Scrapbook Preservation ($6,925), the Committee voted to recommend funding due to the deteriorating condition of the historic documents and the importance of the scrapbook to the town’s history, such funding to be subject to a 3 year time limit from the date of TM.  
With respect to 2010-07 Housing - Policy & Procedure Manual, the Committee took no action as the request had been withdrawn.  
With respect to 2010-08 Housing - Minuteman Tech Consultant, the Committee took no action as the request had been withdrawn.  
With respect to 2010-09 Housing - Lincoln Woods Report, the Committee took no action as the request had been withdrawn.  
With respect to 2010-10 Housing - Affordable Housing Trust Funding, the Committee voted to recommend funding of $500,000 in order to help the Town to obtain more affordable housing, including meeting the 10% threshold anticipated in connection with the 2010 census, such funding to be subject to expenditure or reservation prior to March 1, 2010, and subject to the same conditions as the prior year’s $900,000 grant.
With respect to 2010-11 Bemis Hall Roof, the Committee voted to recommend funding of $150,000, as the replacement has been classified as a priority in the town building facility study, such funding to be subject to a 3 year time limit from the date of TM.  
With respect to 2010-12 Pierce House Basement Walls, the Committee voted to recommend funding of $12,000, as the restoration of the basement walls was classified as a priority in the Pierce House facility report, such funding to be subject to a 3 year time limit from the date of TM.  
With respect to 2010-13 Conservation - Invasives Management, the Committee voted to recommend funding of $32,000, as the second stage of whooly adelgid management at the Codman hemlock grove is a necessary step in that project, and the spread of invasive species is continuing without abatement.  
With respect to 2010-14 Town Hall, the Committee took no action as the request had been withdrawn.  
With respect to 2010-15 Affordable Housing Trust - Remaining Balance Renewal, the Committee voted to recommend funding of $73,500 for the same reasons as with respect to 2010-10, and subject to the same restrictions.  
With respect to 2010-16 CPC - Administrative Costs, the Committee voted to recommend funding of $3,000, primarily to fund annual dues to the Community Preservation Coalition.
The Committee then voted unanimously to authorize the Chairman to prepare the motion for Town Meeting in consultation with the town Administrator, Finance Director, and town counsel.
