Lincoln Community Preservation Committee
April 28, 2009
Present: Peter Braun, Susie Collins, Craig Donaldson, Renel Fredriksen, Lucretia Giese, Bill Stason, John Valpey, Peter von Mertens, Bryce Wolf
John Koenig attended as a former member because he had been replaced on the committee by Peter Braun as a Selectman’s appointee.
A warm welcome was extended to new members Peter Braun (also on the Finance Committee), Renel Fredriksen (Housing Commission, replacing Pam Gallup) and Lucretia Giese (Historical Commission, replacing Colin Smith).
John Koenig explained the responsibilities of the Committee’s chair and reviewed committee procedures and its annual timeline. He also distributed examples of funding applications and slides from his Town Meeting presentation.
Susie Collins and Bill Stason agreed to serve as co-chairs for the upcoming year and were enthusiastically and unanimously elected.
After some discussion and explanation, the Committee approved the expenditure of $45,000 from the Affordable Housing Trust to preserve two existing affordable units at Battle Road Farm that are currently for sale. Because of the way the original discount on these units had been written into the deed riders, these units would have become too expensive to qualify as affordable. These funds will allow new deed restrictions to be written in the buy-downs that will better preserve affordability. Additional funds from the Lincoln Foundation and/or DHCD will also be committed.
A draft grant agreement between the CPC and the Affordable Housing Trust was briefly discussed. No action was taken, however, pending further consideration.
All members agreed a year-end potluck party was in order, perhaps including a site walk of conservation land. John Koenig agreed to host and will solicit members for a suitable date.
