WETLAND FILINGS
Public Meeting - Request for Determination of Applicability: Robert & Sharon Antia, 191 Weston Road (Map 121-Block 2-Lot 0). Bill Murphy, the project engineer, presented the proposal to the Commission. Robert and Sharon Antia also attended the meeting. The applicant will replace a failed sewage disposal system with a new system, both serving a 3-bedroom single family home. The leach field will lie outside the 100-foot buffer zone but the septic tank will be located approximately 75 feet from the wetlands. No tree clearing is required and the system does not need to be mounded. Board of Health approval has already been granted. The Commission voted 5-0 to issue a negative Determination of Applicability.
Public Meeting - Request for Determination of Applicability: Robert Davoli & Eileen McDonagh, 6 Winchelsea Lane (Map 101-Block 7-Lot 6). The applicant was represented by Brian Butler of Oxbow Associates and John Del Rosso, arborist for the Arnold Arboretum. They presented the proposal to conduct a vegetation management project within the buffer zone. The goal of this project is to open up some visual windows to the pond. This will be accomplished through selective pruning of the large existing oaks and the selected removal of some trees and saplings. The entire buffer zone work area will stay vegetated and no grading is involved. Native shrubs listed in the submitted Planting Plan will be planted to mitigate the disturbance within the area. No vehicles or heavy
equipment will be used on the ground within the buffer zone and all work is a minimum of 55 feet from the edge of the pond. The Commission voted 5-0 to issue a negative Determination of Applicability; the work is within the buffer zone but will have no adverse impact on the adjacent wetland resource areas.
Appeal of Order of Conditions DEP File 203-753: Peter & Marie Brumme, 61 South Great Road (Map 81-Block 2-Lot 0). This Order of Conditions was issued to govern buffer zone restoration work on a steep slope at Farrar Pond that was completely cleared. DEP will schedule a site visit.
ACTION ITEMS
Determination of Applicability was issued to Ian & Carolyn Forman, 8 Oak Meadow (Map 35-Block 5-Lot 16) permitting the construction of a fence on their property.
Minutes from the 12/03/03 and 12/17/03 meetings were approved.
Bills were paid and payroll signed.
DISCUSSION ITEMS
Town Meeting Articles
The deadline for articles to be on the TM warrant is January 26th. The Commission will have three articles. Two will be for taking money from old land purchase capital accounts (Ricci and Flint's Field) and transferring it to the Conservation Fund. The other will be a change in the Wetlands Protection Bylaw to make it consistent with state law regarding consultant fees.
Warren Flint Correspondence
The Conservation Commission reviewed the letter that was sent to the Board of Health (and copied to the ConCom) by Mr. Flint regarding local septic regulations. The Commission supports his recommendations regarding percolation rates for new septic systems.
Snider Pond Project
The Highway Department will take advantage of the frozen ground and work on removing the stockpiled biomass from the hydroraking operation. It will be brought to the Highway yard for composting.
NPDES Educational Materials
The Suasco Watershed Council has produced brochures and posters to help educate residents about stormwater management. The brochures and attached questionnaire will be distributed through the TM warrant mailing. This is part of the mandated activity by the Town of Lincoln in response to the EPA's National Pollutant Discharge Elimination System permitting.
Mt. Misery Dog Poisoning
On New Year's day (or a day before or after) three dogs were poisoned by rat poison. The dogs survived but became seriously ill. Rat poison was found at the first pond in from the Rte. 117 parking lot where dogs swim. The police were notified and went to the site. Signs were posted at Mt. Misery alerting dog walkers to be extra careful in controlling their pets and the Conservation Staff has increased the foot patrols in the area. Hopefully it was a one-time event and all users are asked to keep an eye out for suspicious materials or activity in the area.
