MINUTES

COMMISSIONERS PRESENT:  Toby Feibelman, Elizabeth Frumkin, Jim Henderson, David Katsuki, Mary Lincoln (chair) & Sara Silverstein.  STAFF: Tom Gumbart.

WETLAND FILINGS

Public Hearing - Notice of Intent (continued from 3/24/04):  Jerodel Realty Trust, Winter Street  (Map 91-Block 7-Lot 0).
Peter Fletcher was hired by the Commission to assist with reviewing the wetlands delineation on this property.  Sean Hale and Tom Gumbart joined Mr. Fletcher for a field review on April 22nd.  On May 4th Norman Hayes, BSC wetlands scientist representing the applicant, and Mr. Fletcher met to review the line.  Mr. Hale, Mr. Gumbart, and Mary Lincoln also attended this site visit.  After this meeting it was evident that the wetlands line shown on the current plans needed to be revised and David Crispin, BSC project engineer, requested the continuance to allow for new plans to be developed.
The Commission voted 6-0 to continue the public hearing to June 2, 2004 at 7:45 p.m.

Request for Extension of Order of Conditions DEP #203-670:  Farrar Pond Association.
        Gordon Winchell, Harold McAleer, and Eli Lipcon attended on behalf of the Association and Lee Lyman from Lycott Environmental, Inc. spoke about the proposed herbicide treatment for the pond.  They are hoping to do a treatment this spring with diquat "Reward" for aquatic invasive weed control.  The target plants are two species of milfoil and two species of potamogeton.  This treatment is to control the surface weeds, not to eliminated subsurface vegetation.  Water chestnut is still pulled annually to keep that plant from spreading in the pond.  In the fall they are proposing to do another drawdown.  Doing a fall drawdown every three years is now an established management practice for Farrar Pond.
        The Commission voted 6-0 to extend the existing Order of Conditions for Farrar Pond.

DISCUSSION ITEMS

Bylaw Fee Structure
        The Commission reviewed the existing bylaw fee structure and examined ways to revise it to make fees commensurate with the work that goes into reviewing, permitting, and monitoring projects.  There will be a public hearing at the next meeting to present and discuss proposed changes.

Sunnyside Lane
        Tom Gumbart attended a meeting with Town Staff and representatives from the Housing Commission to discuss the proposed affordable housing efforts on Sunnyside Lane.  The home at 30 Sunnyside Lane needs a new septic system and the goal is to add another unit of housing onto that structure.  The lot that abuts this property on the south side is slated to get two new housing units.  The wetlands need to get delineated to determine whether or not the project needs wetlands permitting.  This will be done by the engineering firm VHB.

ACTION ITEMS

Issued Order of Conditions DEP #203-760 - Marcotte, 119 Cambridge Turnpike - for construction of an addition.

Donaldson Conservation Restriction - The Commission reviewed the CR for the Lynn Donaldson portion of the Donaldson/Andrysiak Field.  The Andrysiak portion had already been placed under a CR to the LLCT.  The LLCT is also the grantee for this new CR.  The Commission unanimously recommended to the Selectmen that this CR be approved and they signed off on the State CR form that verifies the conservation value of the property being proposed for restriction.

Agricultural Leases - The Commission signed off on the lease for the Food Project for the Baker Bridge Fields.
