Lincoln Conservation Commission
MINUTES
Wednesday, July 6, 2005
Lincoln Town Offices

COMMISSIONERS:  Mary Lincoln, Jim Henderson, Jim Meadors, Toby Feibelman, Peter Von Mertens STAFF: Tom Gumbart, Angela Kearney.

DISCUSSION ITEMS

Pond on the Adams Conservation Restriction
Tom Gumbart met with Doug Adams at his property in response to a call regarding a sand pile at the edge of their man-made pond.  Tom asked Mr. Adams to cease work until a plan and proposal outlining the scope of work was presented and discussed with the Commission.  While Mr. Adams was not present for the meeting, Commission members were in agreement that the sand may be spread as a routine maintenance measure, but a baseline inventory, historic management plan and proposed management regime be submitted through a Request for Determination prior to additional work on the site.

CPC & FY2007 Projects
No anticipated conservation projects for FY2007.  Conservation Commission is in support of proposals for affordable housing.

Browning's Field
Jim Henderson was curious about the progress of the riding ring reconstruction.  It appears larger than what was presented in plans submitted to the Commission in March 2005. The Commission also wondered if they received proposed management plans and intended uses previously asked for.  Conservation staff will contact representatives from the group to check on status of construction and receipt of management plans, etc.

At Risk Property Committee
The Committee is proposing impact analysis studies on a conceptual level rather than site specific studies.  Therefore, the Commission feels it may be appropriate to have representatives from all permitting Boards.  At this time, asking a Commissioner to be a representative on the At Risk Property Committee may be asking more than Commissioners can take on.  If they commit, they hope to have a list of performance requirements and future projects. Peter Von Mertens volunteered to attend the July 27 7:30 AM to find out more about the committee's purpose.

New Commissioners and Staffing
The Board of Selectmen need to appoint 2-3 new Conservation Commissioners. Tom will check with Donna Adam to see if anyone has recently expressed an interest in becoming a member.  Conservation Staff are also still working with Commissioners to outline future needs of the department and staffing organization.

Conservation Land Rules & Regulations
The Conservation Commission has not officially approved the Rules and Regulations detailed by the Land Trust. They will review and revise existing rules and regulations and want to make sure that additional dog information is included.

Accessible Parking at Mt. Misery
Residents are interested in allowing universally accessible parking at Mt. Misery. While the Commission is in favor of providing universal access and use of the Mt. Misery Conservation area, they must be clear on state and federal regulations prior to making any formal decision to post the area. Conservation Staff will research existing regulations and methods used by other state and local conservation agencies.

Implementation of Dog Regulations
Conservation Staff implemented the Mt. Misery Dog Regulations on July 5th.  They installed dog feces bins, posted on-leash trail signs, maps and the regulations.  Rangers will be monitoring the area closely over the next several weeks.

Jonny's Fudge
Rural Land Foundation is responsible for moving the building currently on Cambridge owned land at the Harrington property.  The Commission is in support of moving the fudge stand to the Umbrello field for use by the Blue Heron Organic Farm.
